Frederick Police Conduct Homicide Investigation – Arrest One

On August 16, 2024, around 11:45 p.m., officers of the Frederick Police Department responded to 1000 Heather Ridge Drive, in Frederick City, for a report of a shooting. When officers arrived, they located an adult male victim with apparent gunshot wounds. Arriving officers provided medical care to the victim until the arrival of Emergency Medical Services. The victim was then transported to the Frederick Health Hospital and was pronounced deceased soon after.

During the initial response to the scene, a traffic stop was conducted on a vehicle in the proximity of where the crime occurred after an officer observed the driver of the vehicle traveling at a high rate of speed and failing to stop for a stop sign. During contact with the driver, officers observed evidence linking the occupant of the vehicle to the shooting investigation. The driver was subsequently detained and identified as, Elijah Stephen Mboss.

As the investigation continued, evidence and information were obtained that positively identified the shooter in this case as Mboss. Mboss was arrested and later transported to the Frederick County Adult Detention Center (FCADC) for an appearance before the District Court Commissioner.
