City of Grand Junction Hosts Community Meetings for Impact Fees Study

The City of Grand Junction will host two community meetings about the Impact Fee Study update.

  • Tuesday, Nov. 19, 2024, at 5 p.m. focus on Affordable Housing Linkage Fee
  • Tuesday, Dec. 10, 2024, at 5 p.m. focus on Parks and Transportation Fees

These community meetings will be held at the Lincoln Park Hospitality Suite located at 1240 Gunnison Avenue.

Impact fees are one-time payments charged to new development and help to ensure that the city can maintain the current levels of service by offsetting the costs of new capital construction necessary to accommodate new development and growth. These fees are used solely to fund growth-related needs for new capacity such as city streets, parks, fire, and police. Fees charged to new development are proportionate to the development's share of these capital costs.

The City's municipal code requires the study to be reviewed at least once every five years by an independent consultant. This update process includes engagement with stakeholders and other interested community members through informational and feedback sessions.

The city has contracted TischlerBise to develop an updated impact fee study to identify supportable fees for transportation infrastructure, municipal facilities, parks, public safety (fire and police), and affordable housing. TischlerBise is a fiscal, economic, and planning consulting firm that has prepared more than 1,000 impact fee and infrastructure financing studies across the country.

The city's last fee study for transportation, police, fire, parks, and municipal facilities was completed in 2019. Representatives from TischlerBise will be presenting information about impact fees and the related methodology, process, and timeline for completing the fee study. TishlerBise will be working to complete the fee study by the end of 2024.

Community members can learn about impact fees, ask questions, and provide their feedback at these upcoming meetings. Presentations from each meeting will also be available on EngageGJ.org after the conclusion of each community meeting. Feedback can also be submitted online.
