JNC Recommends Candidates for D.C. Superior Court Vacancy

The District of Columbia Judicial Nomination Commission ("Commission") has recommended to the President the names of the three attorneys listed below for his consideration in selecting nominees to fill the judicial vacancy on the Superior Court of the Districtof Columbia ("Superior Court") created by the retirement of the Honorable Anita M. Josey-Herring. The President has sixty (60) days to select a nominee to fill this vacancy.

The Commission recommends the following candidates:

Hon. Eric S. Glover was appointed as a Magistrate Judge on the Superior Court of the District of Columbia ("Superior Court") by Chief Judge Anita M. Josey-Herring. He is a member of the Superior Court Judicial Education Committee.

Before joining the Superior Court, Judge Glover served as General Counsel for the District of Columbia Department of Corrections. In this role, he provided legal advice to agency leadership and assisted in developing and implementing agency policies and programs. Before that, Judge Glover worked at the Office of the Attorney General for the District of Columbia ("OAG") as Chief of its Civil Enforcement Section, managing OAG's affirmative litigation team. He also served as a trial attorney with OAG's Civil Litigation Division, defending the District, its employees, and its agencies in various civil lawsuits, including several civil rights matters filed under 42 U.S.C. § 1983. Additionally, Judge Glover served as the General Counsel for the District's Office of Risk Management and practiced criminal, civil, and medical malpractice law while residing in New York City.

Judge Glover is a member of the Council for Court Excellence and the Washington Bar Association. He is also a mentor with the Abrahamson Scholarship Foundation. Additionally, he is a former member of the District of Columbia Bar's (the" Bar") Litigation Section's Steering Committee, the Criminal Justice Coordinating Council, and the District of Columbia Sentencing Commission.

Judge Glover received his Bachelor of Arts degree from Morgan State University and Juris Doctor from Howard University School of Law.

Kathleen Konopka, Esq., serves as Legal Director for the Global Health Advocacy Incubator, a nonprofit organization operating to pass, defend, and enforce public health policies in over 30 countries in Latin America, Africa, and Asia. Previously, Ms. Konopka served as Deputy Attorney General for the District of Columbia. In this capacity, she oversaw the Public Advocacy Division and the entire affirmative civil portfolio of the Attorney General.

Ms. Konopka has served as Senior Enforcement Counsel in the Social Justice Division for the New York Attorney General, as a senior litigator in both the Antitrust Division and the Consumer Protection Branch of the United States Department of Justice, and as Counsel in two national plaintiff-side class action law firms, Cohen Milstein Sellers & Toll, PLLC, and Lieff Cabraser Heimann & Bernstein, LLP. She has also served as an Assistant United States Attorney for the District of Columbia in the criminal and civil divisions. Ms. Konopka has contributed to panels on antitrust and government enforcement issues for the Bar, the American Bar Association, and the American Antitrust Institute.

Ms. Konopka received her Bachelor of Arts degree from Vassar College and her Juris Doctor from Northeastern University School of Law. After law school, she clerked for the Honorable Nan R. Shuker on the Superior Court.

Micah Salb, Esq., is the Principal Attorney of Lippman, Semsker & Salb. Mr. Salb has more than twenty-five years of litigation experience, primarily representing employees in employment discrimination cases, assisting faculty in higher education matters nationwide, and litigating cases involving breach of fiduciary duties. Mr. Salb has extensive courtroom and appellate experience, litigating matters with meaningful social importance. Mr. Salb also serves clients in estate planning and business law matters, providing foundational and sophisticated tax planning, wealth transfer, and charitable-giving strategies for families.

Mr. Salb has a long-standing commitment to pro bono service. He is active in service to the Bar, having served as Co-Chair of the Steering Committee of the Bar's Section on Labor and Employment Law and the Board of the Metropolitan Washington Employment Lawyers Association. Further, he served on the District of Columbia Court of Appeals Committee on Admissions. Mr. Salb has also taught employment discrimination law in the clinical program of The George Washington University School of Law.

Mr. Salb earned his Bachelor of Arts degree from the University of Connecticut and his Juris Doctor from Emory University School of Law.
