EUBAM Libya Empowers Libyan Law Enforcement (ANGA) to Combat Drug Trafficking

In a collaborative effort to address the growing issue of drug trafficking in Libya, the European Union Integrated Border Assistance Mission (EUBAM Libya) has concluded a five-day training program designed in partnership with and hosted by the General Administration of Anti-Narcotics (ANGA).This initiative aimed to equip Libyan law enforcement officers with the enhanced skills and knowledge to dismantle drug trafficking networks.

From 29 September to 3 October, a group of 36 Libyan officers from various regions across the country participated in the training, which covered topics such as Criminal Analysis, Investigation Techniques, Inspection Methods, and International Police Cooperation. EUBAM advisors and liaison officers from Spain, Italy, and Malta shared their expertise on collaborative efforts against drug trafficking.

The training was designed within the framework of the activities agreed upon at the Joint Committee level with relevant Libyan authorities, and it aims to enhance the capabilities of ANGA, enabling them to implement effective strategies against transnational organized crime while upholding the principles of the Rule of Law and Human Rights. EUBAM experts expressed their satisfaction with the engagement of the participants, highlighting the program as a significant step forward in fostering collaboration between EUBAM and ANGA.

The training culminated in a closing ceremony where certificates of attendance were awarded. Notable attendees included Maj. Gen. Anwar Khalifa, Deputy Head of ANGA; Mr. Abdulatey al-Jdek, Special Advisor to the Minister of Interior; and Alessio Zuccarini, Head of Operations for EUBAM Libya. Representatives from the Italian, Spanish, and Maltese Embassies, along with a delegate from the Libyan Ministry of Foreign Affairs, were also present. In recognition of EUBAM's unwavering support, Maj. Gen. Khalifa presented the Mission with the prestigious "Anti-drug Shield."

Reflecting on the training, Alessio Zuccarini stated, "This program has provided participants with a comprehensive understanding of drug trafficking, including its global implications, the tactics employed by criminal networks, and the legal frameworks, investigative methods, and international cooperation strategies necessary to combat drugs trafficking, especially in the digital age."

The successful completion of this training program marks a significant milestone in EUBAM's mission to assist Libyan authorities in addressing the multifaceted challenges of drug trafficking as a cross-border crime.
