Notice of Acceptance of Draft EIS and Public Hearing

Kings County - The New York City Department of City Planning, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed 962-972 Franklin Avenue Rezoning. A public hearing on the Draft EIS will be held on August 07, 2024 at 10:00 a.m. at 120 Broadway, Lower Concourse New York, NY 10271. Written comments on the Draft EIS will be accepted until August 19, 2024. The action involves a proposal by the Applicant, Franklin Ave. Acquisition LLC, for a series of land use actions, including a zoning map amendment to rezone an R6A district to an R8A district and an R8A with a C2-4 commercial overlay; a zoning text amendment to establish a Mandatory Inclusionary Housing (MIH) area; and a special permit for a reduction in required parking spaces (together, Proposed Actions). The Proposed Actions would facilitate the development of a 14 story, 145 foot tall (200 foot tall with 55 foot mechanical bulkhead) mixed-use development (Proposed Project) on Block 1192, Lots 63 and 66 (Proposed Development Site) in the Crown Heights neighborhood of Brooklyn Community District 9. The Proposed Development Site is located within the larger "Project Area", which consists of Brooklyn Block 1192, parts of Lots 1, 46, 63, 66, 77, and 85. The Proposed Project, a 471,495 gross square foot mixed-use residential and commercial development, would include 419,346 gross square foot of residential space with 475 dwelling units (DUs), including 119 permanently affordable DUs pursuant to Mandatory Inclusionary Housing (MIH), Zoning Resolution (ZR) Appendix F; 8,128 gross square foot for local retail use and approximately 44,021 gross square foot for parking, loading and mechanical space. Since the issuance of the Notice of Completion for the Draft EIS, the Applicant has prepared and filed an amended zoning text application (ULURP No. N230357(A)ZRK) intended to reduce the significant adverse impacts related to shadows, open space, and natural resources raised in the Draft EIS. The project is located at 962-972 Franklin Avenue in the Crown Heights neighborhood of Brooklyn Community District 9, New York.
