On Thursday, August 29, 2024, Troop B Violent Gangs and Narcotics Enforcement Team (VGNET) charged Rhionna M. Durham, age 24, of Gouverneur, New York, with 3 counts of Unlicensed Cannabis Sale (A-Misdemeanors) and 2 counts of Criminal Possession of a Controlled Substance 3rd - Intent to Sell (B-Felonies). These charges are in relation to a multi-agency long-term investigation into illegal sales of cannabis and controlled substances from unlicensed cannabis stores, specifically Smokers Corner, located at 985 State Route 11 in Gouverneur, where Durham was employed.

DURHAM was arraigned in the Town of Gouverneur Court and released on her own recognizance. Troop B-VGNET was assisted by the Gouverneur Police Department, Ogdensburg Police Department, U.S. Homeland Security Investigations, St. Lawrence County Sheriff's Office, U.S. Border Patrol, and Canton Police Department.
