Continuous Vetting enrollment begins for Non-sensitive Public Trust federal workforce

QUANTICO, Va. - The Defense Counterintelligence and Security Agency announced the beginning of phased implementation of Continuous Vetting (CV) services for the Non-sensitive Public Trust (NSPT) population this week.

The milestone achievement marks the start of a process that will eventually see more than one million additional personnel enrolled in CV services - ensuring a trusted workforce in near real time through automated records, time and event based investigative activity, and agency-specific information sharing.

The NSPT population includes individuals who hold non-national security roles but could pose a higher risk of damage to the integrity or efficiency of the service through misconduct. Positions designated as public trust may involve duties and responsibilities such as rulemaking, public safety and health services, law enforcement, fiduciary requirements or protection of government information systems.

CV replaces an existing five-year reinvestigation requirement for this population. Implementation of CV benefits both the government and the trusted workforce by better protecting our nation's people, property, information and mission by proactively identifying and managing risk, reducing work and time when an individual moves to a new position (transfer of trust), and providing an opportunity to offer support to individuals experiencing problems.

"Expansion of CV to the NSPT workforce is a critical component of federal Trusted Workforce 2.0 policy and enhances the trustworthiness of all federal employees," said DCSA Director David Cattler. "This milestone is a testament to the hard work and cooperation between DCSA and our federal customers and partners."

DCSA is working with several agencies that agreed to be early adopters of this enhanced alert management service to help DCSA launch the enrollment in early August.

DCSA will conduct a phased rollout and aims to provide full enrollment capability for customer agencies by the end of fiscal year 2025, at which point all agencies will be able to enroll their NSPT populations into continuous vetting for alert management, real time threat analysis, and reporting. Agencies will enroll their employees based on internal adoption plans.

To prepare for this new capability, agencies are encouraged to start working on the process now. DCSA will coordinate with customers during the phased implementation period to ensure agencies are ready to begin enrollment.

CV for the NSPT population is part of the Trusted Workforce 2.0 whole-of-government personnel vetting reform effort led by the Security, Suitability and Credentialing Performance Accountability Council that is overhauling the personnel vetting process. This includes replacing periodic reinvestigations with a CV program.

TW 2.0 implementation requires a concerted government-wide effort involving all executive branch agencies and myriad mission partners. DCSA plays a critical role in executing TW 2.0 objectives as the largest provider of personnel vetting services and enterprise information technology capabilities for the federal government.

The Director of the Office of Personnel Management and the Director of National Intelligence serve as the Suitability and Credentialing, and Security Executive Agents, respectively, for personnel vetting and have been instrumental in the development and approval of policies and procedures needed for DCSA to meet this milestone.
