Hughes Announces State Aid for Neighborhood Improvement Efforts

Harrisburg, Sept. 10, 2024 -- Groups working to address chronic problems and improve the quality of life in the neighborhoods of the 7th Senate District will get nearly $3 million in state assistance, with even more in the pipeline, state Sen. Vincent Hughes announced today.

"I'm grateful for the work that these organizations are doing in the community from the street level to a broad, city-wide approach," Hughes said. "I'm proud to support their efforts and I'm looking forward to continuing this partnership as we add even more resources over the next year."

The money will be awarded as tax credits through the Department of Community and Economic Development's (DCED) Neighborhood Assistance Program (NAP).

The NAP, which provides tax credits to businesses that contribute to nonprofit organizations' efforts to revitalize communities, will support 10 projects in Sen. Hughes' district, among the 185 projects across the Commonwealth.

NAP's funding was doubled in Governor Josh Shapiro's 2024-25 state budget from $36 million to $72 million, allowing for the opening of a second round of applications from now through October 25. Project awards for the second round of funding are expected to be announced later this year.

The NAP has five main components: The Neighborhood Assistance Program (NAP), Special Program Priorities (SPP), the Neighborhood Partnership Program (NPP), Charitable Food Program (CFP), and the Enterprise Zone Program (EZP). More information is available on the NAP impact brochure.
