Mikhail Mishustin held a strategic session on the International Cooperation and Exports national project

Good afternoon, colleagues,

Today, we will continue to work on new national projects and discuss the development of international cooperation and exports.

This area is of key importance for the Russian economy. It directly affects the dynamics of many branches of industry, agriculture and services.

On the President's instructions, the Government has been actively expanding foreign economic interaction with potential partners from friendly states. The previous national project will be completed this year. It made it possible for us to extend our support to each stage of the product life - from planning, preparation and promotion to the after-sale cycle and scaling-up.

Business has gained access to various types of lending with special rates and favourable terms of debt financing, international factoring and expertise in complex structured transactions, as well as trade financing for foreign buyers.

Contracts are also insured through EXIAR, the Russian Agency for Export Credit and Investment Insurance, is also available. The activities of the regional and foreign network of the Russian Export Centre's representative offices continue to build up business relations of our entrepreneurs in new geographical markets and support their entry into contracts.

Thanks to these and other efforts the share of friendly states in foreign trade keeps on dynamically growing, notwithstanding all attempts by the West to hinder the dialogue with potential and current partners.

In the first five months of this year, this share in value terms exceeded 80 percent, although, I want to remind you, a couple of years ago it was around half.

Importantly, such rate has largely been the result of a considerable growth in Russian exports - almost by 11.5 percent.

In his executive order issued in May, the President set new tasks of national development for the next six years. And in order to accomplish them, we must continue enhancing international cooperation and export.

The Ministry of Industry and Trade has drafted a national project. We will discuss it today focusing on the priorities that require more efforts, proceeding from our country's competitive advantages, capabilities of our businesses and the resources which can be allocated from the budget.

We have to identify an entire set of measures which are primarily aimed at ensuring Russia's technological sovereignty and leadership, and to build a framework for the forming sustainable cooperative chains with partners from friendly states.

Before the end of the current decade we must increase non-resource non-energy exports by two thirds on last year's level and thus reach the target figure of about 21.12 trillion roubles at the current exchange rate.

Deliveries of agribusiness produce must also be boosted by at least 1.5 times compared to 2021. Their amount should exceed 4.7 trillion roubles.

Such changes must be supported by establishing a network of stable partnerships with other countries, above all our mainstays, and by building necessary infrastructure for foreign economic activity, technological cooperation and exploring new markets.

The national project will include four federal ones. The first will concern industrial goods, the second - agribusiness produce, the third - operation of a system of instruments for the overall development of foreign economic activity, and the fourth will concern the creation of support mechanisms abroad. They are to provide for a production and cooperation connectivity with friendly states. We are talking various trade and logistic centres, industrial estates, repair facilities and other structures.
