HHSC to Host Groundbreaking Ceremony for $573 Million Construction Project at Terrell State Hospital

TERRELL - The Texas Health and Human Services Commission is hosting a groundbreaking ceremony on Wednesday, Aug. 28, to celebrate the start of construction on the $573 million replacement hospital for Terrell State Hospital.

The new hospital will feature state-of-the-art therapeutic spaces in a secure environment with separate areas for adult and adolescent patients. The maximum-security unit will have additional security measures in place to ensure the safety of patients, staff and the community.

Construction of the 275-bed replacement hospital is estimated for completion in late 2027. The new facility will have 50 maximum-security, 175 non-maximum-security and 50 adolescent beds.

Since 2017, Gov. Greg Abbott and the Texas Legislature have invested more than $2.5 billion to replace, renovate or build state hospitals across Texas. These projects are part of a comprehensive plan to modernize and increase access to inpatient psychiatric care in Texas.

HHSC owns and operates nine state hospitals and one residential treatment center for youth. State hospitals provide inpatient psychiatric services to individuals on civil commitments and competency restoration services for people on forensic commitments who have been determined incompetent to stand trial or found not guilty by reason of insanity.

Terrell State Hospital was created when the 18th Texas Legislature passed a bill calling for the establishment of a psychiatric hospital in North Texas. The hospital opened in 1885 and has been a significant asset to the town's economy ever since.
