On August 28, 2024, State Police members arrested Norman J. Gray, age 62, of Hogansburg, NY, for Criminal Possession of Cannabis 3rd - More Than 16 Oz Cannabis.

On August 28, 2024, at approximately 1:50 p.m., Troopers responded to the Massena Port of Entry for a male attempting to smuggle a large amount of cannabis into the United States. U.S. Customs and Border Protection agents interviewed the driver who was identified as Gray. A USCBP K9 provided a positive alert on Gray's vehicle. A search of Gray's vehicle revealed 8 bags of cannabis underneath the hood of the vehicle.

Gray was turned over to the State Police, arrested, and transported to SP Massena for processing. He was released on an appearance ticket returnable to the Town of Massena Court for a later date in September.
