10/01/2024 - Olympia 2045: October Update

October Update

Our comprehensive plan update is underway. The City is updating the plan using a phased, chapter by chapter approach. All chapters are currently in review. Please use the links below to follow the process and get involved in the chapters you're interested in - each chapter has a webpage with more detail and a timeline.

Here are upcoming public meetings, engagement opportunities, and information sharing updates:

Public Participation & Partners

The Social Justice and Equity Commission received a briefing on the draft chapter at its meeting on September 23. The Planning Commission is tentatively scheduled to hold a public hearing on the draft chapter at its meeting on October 7. Watch for an updated draft, in response to comments on the first draft, at engage.olympiawa.gov/participation-and-partners2045.

Natural Environment

The Planning Commission held a public hearing on the draft chapter on Monday, September 16. The Commission will issue a recommendation letter for City Council's consideration once it completes its deliberations. You can view the draft chapter at engage.olympiawa.gov/environment2045.

Land Use & Urban design

A briefing is scheduled for the Land Use and Environment Committee on October 17. The briefing will provide a review of the existing chapter. Staff also plans to provide an explanation of the changes required by law and a summary of the public engagement plans for the chapter update.

Housing

The Land Use and Environment Committee was provided a brief on the new Housing Chapter progress on September 19. The City is working with the Cities of Lacey, Tumwater and Yelm to prepare an economic displacement and racial disparity analysis that is a state required element of the Housing Chapter. This analysis is expected to be completed in March of 2025 by a third party consultant with input from each of the regional partners and their communities. Comments and questions related to the Housing Chapter may be sent to Casey Schaufler at [email protected].

Transportation

During September, we shared the second draft of the Transportation Chapter on Engage Olympia and asked people if they had any concerns about it. We did not hear many concerns, indicating that we can move on to the next steps of the process.

Those steps include the Planning Commission holding a public hearing before the City Council considers the chapter. Neither the hearing nor the City Council's consideration have been scheduled yet.

Capital Facilities

The first draft of revised goals and policies for the Capital Facilities Chapter is now available to review online at engage.olympiawa.gov/cfp2045. Comments received by October 24, will be considered as the next draft is prepared. The Planning Commission is tentatively scheduled to receive a briefing on this chapter at its meeting on November 4. The Utilities Advisory Committee is tentatively scheduled to receive a briefing on the chapter on November 7. These are public meetings and you are welcome attend. Utilities

The Planning Commission conducted a Public Hearing on the draft Utilities Chapter on August 19. The draft Utilities Chapter can be found on the Engage Olympia webpage at engage.olympiawa.gov/utilities2045. The Planning Commission has not yet completed its deliberations or issued a recommendation to City Council but is expected to do so before the end of the year.

Public Safety

Climate Change & Resiliency

The Climate Chapter will be hosting a public Open House on October 16 at the Olympia Center, in Multipurpose Room B at 6:30 p.m. to receive input and direction on the chapter development. Additionally, staff are completing a draft of the Climate Risk and Vulnerability Assessment, which will be available for public review in November.
Olympia 2045 is your opportunity to shape the City of Olympia's long-term vision and goals. Through this process we will update the City's Comprehensive Plan and address new or updated state requirements. The Olympia 2045 update will also consider population projections and resulting employment and housing needs, as our community is expected to grow by approximately 20,000 additional residents within 20 years.
