Consolidated Federally Qualified Health Center Services Provider Manual Training Rescheduled

The South Carolina Department of Health and Human Services (SCDHHS) scheduled two live webinars to review the updates to the consolidated Federally Qualified Health Center (FQHC) Services Provider Manual. The updated manual, which was announced via Medicaid bulletin MB # 24-049, combines policies for covered services, utilization management and billing procedures for FQHC providers that were previously located in the Physicians Services and FQHC Behavioral Health Services provider manuals.

Due to the state of emergency caused by Hurricane Helene, the webinar scheduled for Sept. 27, 2024, has been rescheduled for Oct. 11, 2024.

The webinar will cover existing policies and the following new policies within the consolidated manual.

  • Updates to the provider enrollment requirements for all service sites.
    • New FQHC providers are required to separately enroll each of their service sites. Existing FQHC providers will have the opportunity to enroll each service site during the revalidation period, which will be announced via bulletin at a later date.
  • Updates to billing guidance as it relates to claims filing with appropriate place of service indicator and procedure codes for each encounter.
    • FQHC providers have until Jan. 1, 2025, to comply with the billing requirements of the consolidated manual by including the appropriate place of service indicator and the procedure codes rendered during the encounter.

South Carolina's Medicaid managed care organizations (MCOs) are responsible for the authorizations, coverage and reimbursement related to the services described in this bulletin for Healthy Connections Medicaid members who are enrolled in an MCO.
