Struzzi Introduces Energy Affordability Legislation

HARRISBURG - State Rep. Jim Struzzi (R-Indiana) today announced the introduction of House Bill 2526 and House Bill 2573.

Upon conclusion of the annual power market auction held by PJM Interconnection last month, Struzzi emphasized the importance of his bills. PJM is the largest electrical grid operator in the nation, and auctions prices for electricity ahead of implementation. Last month, prices for the period of June 1, 2025, through May 31, 2026, soared up 800% from $28.92 per megawatt per day to $269.92. PJM blamed these new high costs on three factors: the retirement of generating stations, like Homer City Power Plant, decreasing the supply of power; an increase in the projected peak load; market reforms approved by the Federal Energy Regulatory Commission.

"Once again we see how both the state and federal governments, and unelected bureaucracy, are costing the people by creating policy and regulations that do not take the entire picture into account," shared Struzzi. "My colleagues in the House are working on a legislative package to help consumers afford electricity, benefit our economy and preserve Pennsylvania's status as an energy leader.

"Specifically, I proposed two pieces of legislation which are now included in the Energy Affordability Legislative Package. House Bill 2573 would create an independent agency to study power needs, ensure that the state promotes affordable and reliable energy, and continues to focus on energy development; this agency would be charge with approving any regulation or action of a state agency which would impact energy in Pennsylvania," said Struzzi. "House Bill 2526 would require the government to show how regulations impact the affordability of energy by amending the Regulatory Review Act to require that all regulations must include information about how that change may negatively impact the price of electricity."
