2023 Building Energy Reporting

The first round of commercial building energy performance reports for 2023 were reviewed by City of Portland. Building owners and managers can find more information about metrics, recognition, and improvements on this page.

After multiple years without a reporting requirement due to the impacts of COVID-19, many commercial building owners submitted performance reports and now comply for 2023. However, the pause in the reporting requirement on business operations led to an increase in reporting extensions and error corrections. City of Portland staff continue to review report submissions and updating building owners and managers of their compliance status.

View performance metrics

The reported metrics are published annually by the Bureau of Planning and Sustainability (BPS) on the Building Energy Performance Map and an accompanying spreadsheet. Those tools will be updated for the 2023 year by October 1, 2024.

Earn special recognition

BPS also provides special recognition for top-performing buildings. This is optional, and it applies to buildings that are eligible for an ENERGY STAR® score and take the voluntary step to get the building's energy performance information certified or verified by a licensed professional.

Because some building types still experience delays with ENERGY STAR's certification process, BPS will accept any valid certification or verification through September 13, 2024.
