Event set for Sept. 23 to explore ‘What the Bill of Rights Got Wrong’

MIDDLETOWN, Pa. - L. Marvin Overby, director of the School of Public Affairs at Penn State Harrisburg, will present "What the Bill of Rights Got Wrong" on Sept. 23.

The event - held in recognition of Constitution Day - will take place from noon to 1:15 p.m. in the Gallery Lounge, W107 Olmsted Building.

The talk will focus on the drafting, ratification and, ultimately, expansion of the Bill of Rights.

Overby joined Penn State Harrisburg in 2020 as professor of political science and director of the School of Public Affairs.

A scholar with broad-ranging interests in American and comparative politics, Overby co-authored the book "Cobblestone Leadership: Majority Rule, Minority Power" with historian James MacGregor Burns and has published articles in journals such as the American Political Science Review, American Journal of Political Science, Journal of Politics, and Political Research Quarterly, among others.

His research interests include legislative retirements, the process of constitutional amendment, legislative procedures, and the importance of legislative parties. He also is co-authoring a book on the most important congressional elections in American history.
