EU Statement – Ad Hoc Committee of the UN General Assembly for the Announcement of Voluntary Contributions to UNRWA

President, Secretary-General, and Commissioner General,

The European Union reiterates its appreciation for the invaluable role that UNRWA plays in delivering essential services to Palestinian refugees. The EU is also grateful for the critical contribution of host countries to the well-being, protection, and human development of Palestinian refugees.

UNRWA is not simply a lifeline for Palestinian refugees; it is a cornerstone of regional stability. With more than 5,9 million registered Palestine refugees under its care, UNRWA's work, particularly in education and healthcare, is vital to ensure that human rights and dignity are upheld.

The EU is deeply concerned with the efforts and initiatives to undermine and minimise the role and activities of UNRWA. On 27 June, the 27 EU Heads of State and Government unanimously stressed that "the services UNRWA provides in Gaza and across the region are essential" and condemned "any attempts to label a UN agency as a terrorist organisation."

The European Union commends UNRWA for its clear response with regard to accusations against its staff participating in the 7th October terrorist attacks against Israel, and to concerns raised regarding its neutrality. It welcomes the development by the Agency of an action plan to implement the recommendations of the Independent Review Group led by Ms Catherine Colonna. The EU will engage in collaborative efforts with all relevant stakeholders to safeguard UNRWA's neutrality and ensure the integrity of humanitarian assistance for Palestinian refugees. The EU also looks forward to the conclusion of the investigative report of the Office of Internal Oversight Services (OIOS). In the framework of the EU contribution to the Agency's programme budget, the EU and UNRWA have agreed on specific neutrality actions, such as enhancing its DIOS and Ethics departments. UNRWA is implementing these actions effectively.

Recognizing UNRWA's invaluable role and work, the EU, together with EU Member States, is UNRWA's top donor, providing approximately €500m annually, amounting to over 40% of UNRWA's budget. Time and again, the EU and EU Member States have been among the first to respond to UNRWA calls for additional financial resources to maintain critical services.

To conclude, the EU reiterates its unwavering support for UNRWA. We call upon the international community to join us in our efforts. Increased funding for UNRWA is crucial to maintaining its vital services and to ensuring that the agency can effectively fulfil its important role. Together, we can make a tangible difference in the lives of millions of Palestinians.
