Statement by the Delegation of Armenia - Ms. Julieta Tavakalyan, Third Secretary of the Permanent Mission, at the UNGA79 Second Committee under the agenda item 23, entitled ''Operational activities for development"

Madam Chair,

On behalf of the Delegation of Armenia I would like to thank the Directior of OISC for comprehensive presentation of the report, which provides important policy guidance for further consolidation of the United Nations development system.

Armenia recognizes the crucial support that UNDS provides to the governments in accelerated implementation of the Sustainable Development Goals. We attach great importance to ongoing reforms of the UN development system aimed at better alignment and coordination of policy and programme support to the countries, more cohesive communication efforts and effective resource mobilization.

The RC system plays an important role in better coordinating the activities of the UN country teams, ensuring improvement in accountability and transparency for results, as well as advancing the operational efficiency and needs-based programmatic activities of the UN at the country level. For this end, we emphasize the importance of reforms in the funding model of the RC system with the aim to address the challenges deriving from the lack of the adequate and sustainable funding and enable more proper delivery of its mandate.

In terms of strengthening the management and oversight of the RC system there is a need to ensure that its activities operationalize the humanitarian-development-peace nexus. The UNDS needs to demonstrate more coherent and conflict-sensitive approach and resilience against attempts to involve it in certain countries into initiatives, aimed at legitimizing the consequences of use of force and gross violations of human rights.

Madam Chair,

The current global and regional crises and their devastating implications underscore the urgent need for the UN development system to take into account the humanitarian situation in its activities on the ground, ensuring that immediate needs of the most vulnerable are met while building the foundation for long-term stability and resilience. This necessitates an integrated approach that bridges emergency response with sustainable development efforts.

Armenia reiterates its commitment to contribute to the global efforts towards more effective, need-based and responsive UN development system, including through the upcoming process of the Quadrennial Comprehensive Policy Review (QCPR) of the operational activities of the United Nations system, which should be fully equipped to provide assistance in achieving the SDGs and realizing the pledge of leaving on one behind.
