Notice of Public Informational Meeting

WHAT: Public Information Meeting for the Mahaska/Oskaloosa Driving Economic Success (MODES) PEL/NEPA Study Project

WHEN: Wednesday, October 23, 2024 from 5:00 p.m. to 6:30 p.m.

WHERE: Environmental Learning Center: 2342 IA-92, Oskaloosa, IA 52577 (Parking and Access is located on the South side of the Learning Center

Mahaska County, Iowa, in partnership with the City of Oskaloosa, and Mahaska Chamber and Development Group are nearing the completion of a Planning and Environment Linkages (PEL) study to analyze the potential benefits and impacts of a proposed new eastern roadway alignment in the vicinity of Oskaloosa. A new eastern roadway alignment aims to improve regional and local access in rural east central Iowa. The goals of this proposed project include: • Improving regional access to better accommodate freight needs. • Supporting new economic development in the existing Innovation Park as well as the planned transload facility along IA 23 near the Innovation Park. • Relocating heavy freight movement out of residential areas. • Enhancing future forecasted traffic operations and safety in downtown Oskaloosa. A second Public Information Meeting is planned for Wednesday, October 23, 2024, at the Environmental Learning Center between 5:00 p.m. and 6:30 p.m. The meeting will be conducted using an open house format. The consultant team, Mahaska County, Iowa DOT, and City of Oskaloosa staff will be present to discuss the project and answer any questions. The purpose of this meeting is to update citizens and stakeholders on the project, discuss the findings of the draft PEL study, review technically feasible roadway alignments, and obtain public feedback. Oral and written statements will be accepted during the meeting. All interested persons are invited to attend this meeting and express their opinions regarding the proposed project.
