Green Climate Fund Pledge Tracker

The Green Climate Fund (GCF) is the world's largest multilateral fund dedicated to helping developing countries address the climate crisis.

Created in 2010, the Fund had its initial resource mobilization (IRM) in 2014 receiving $10.3 billion in pledges from 45 countries. The GCF underwent its first replenishment (GCF-1) in 2019, garnering a further $10 billion in pledges from 32 countries.

The GCF has a number of innovative design features, and is key to the grand bargain behind the Paris Agreement: that all countries need to do much more to tackle the climate crisis, but that the poorest countries, who did the least to cause the problem and are hit first and worst by its impacts, require support from the richest and highest polluting countries.

The GCF's Second Replenishment

In 2023 the GCF will be having its second replenishment (GCF-2). The formal pledging conference will take place in October but as in 2014 and 2019 many countries are likely to announce their pledges in advance.

The following pledges to the second replenishment have been announced so far:

  1. 2022: Czechia, $4 million
  2. 12 April 2023: Austria, €160 million ($172.9 million)
  3. 3 May 2023: Germany, €2 billion ($2.2 billion)
  4. 5 July 2023: Monaco, €3.3 million ($3.6 million)
  5. 12 July 2023: Canada, CA$450 million ($333.7 million)
  6. 4 September 2023: Denmark, 1.6 billion kr. ($232.2 million)
  7. 9 September 2023: Republic of Korea, $300 million
  8. 10 September 2023: United Kingdom, £1.62 billion ($2 billion)
  9. 19 September 2023: Luxembourg, €50 million ($54 million)
  10. 20 September 2023: France, €1,610 billion ($1,740 billion)
  11. 20 September 2023: Iceland, $3.2 million
  12. 20 September 2023: Slovakia, €2.2 million ($2.4 million)
  13. 20 September 2023: Slovenia, €1.5 million ($1.6 million)
  14. 20 September 2023: Spain, €225 million ($243.1 million)
  15. 5 October 2023: Belgium, €150 million ($162.1 million)
  16. 5 October 2023: Finland, €60 million ($64.8 million)
  17. 5 October 2023: Hungary, €257,000 ($278,000)

  29. 2 December 2023: Italy, €300 million ($324.1 million)
  30. 2 December 2023: Malta, €400,000 ($500,000)
  31. 2 December 2023: United States, $3 billion
  32. 7 December 2023: Australia, AU$50 million ($33.8 million)

At the high-level pledging conference on 5 October, Australia, Italy and Sweden all announced their intention to make pledges to the second replenishment, without announcing a specific amount at that point.

The Pledge Tracker

To help assess the state of play on the GCF's second replenishment, NRDC is tracking the pledges and will provide updates as new announcements come in throughout the year.

  • Figure 1 shows each country's pledges over the GCF's three fundraising rounds.
  • Figure 2 shows the total pledges from all countries to each fundraising round.
  • Figure 3 shows how much the highest contributing countries have pledged to GCF-2 compared to their previous highest pledge, either from the IRM or GCF-1.
  • The table shows the amount each country has pledged to each fundraising round in original currency and converted into U.S. dollars, the percentage change in pledge between the IRM and GCF-1 and between GCF-1 and GCF-2 (based on pledge currency), and the cumulative amount pledged in U.S. dollars.

Note: GCF-2 pledges as of 8 December 2023. At the first consultation meeting for the second replenishment, participants agreed on using the six-month period of 1 January 2023 through 30 June 2023 to calculate reference exchange rates for GCF-2. Converted pledges in U.S. dollars to GCF-2 use these reference exchange rates. A notional credit has been applied to the pledges made by Contributors who have indicated to make payments in advance of the standard schedule. This credit is calculated as the difference between the present value of the standard encashment schedule and the contributor's encashment schedule.
