Request for Proposals to Install a Standby Generator at the Pontiac Recreation Center

Purpose

The Pontiac Recreation Center located at 900 N Elm St. is an official warming/cooling center as well as the main emergency evacuation center during natural disasters such as flooding. This facility must be able to function in the event of a power failure.

Scope of Services

The proposed generator shall be sized sufficiently to power the facility in the event of a power outage and meet these minimum requirements:

All aspects of this project must meet NEC 2011 electrical code.

This project calls for the complete installation of the following:

  1. Newly manufactured 60Hz, 200 Kw natural gas fired generator.
  2. New 800 amp 277/480 volt 3 phase automatic transfer switch.
  3. Install and provide all conduit and copper wiring necessary to complete the installation.
  4. The generator must be able to self-test on a weekly basis.
  5. Provide training to City staff on safe operation of the unit.
  6. Provide all equipment, material, and supplies required for a full installation.

ALSO:

As an alternate, please submit a quote for a diesel-powered generator meeting the same minimum requirements.

Pre-Proposal Meeting/Inspections

All interested bidders are required to meet the Building Maintenance supervisor or Street Superintendent or their representative on site for a pre-bid inspection and meeting where any questions will be answered. Any questions answered that will substantially clarify the proposal will be affirmed in an addendum. The company name, address, representative name and email address and telephone number will be taken during the meeting. The deadline for an on-site visit is Monday, September 23, 2024.

Contractors

Submitting contractors must have at least five (5) years of commercial/industrial experience.

Upon request, the contractor must provide a list of three references for similar work performed in the past five years.

Subcontractors

All subcontractors shall be clearly identified in the proposal. All subcontractors permitted to do any portion of the work will be bound by the terms, conditions and specifications of the selected agreed to proposal with the City. The contractor will be fully liable for all acts and omissions of its subcontractor and shall indemnify the City of Pontiac for such acts or omissions. If used, the subcontractor address and contact information must be included with the proposal.

It is the responsibility of the lead contractor to see that all conditions are met by the subcontractor. All directions given to a subcontractor in the field by the City shall bind the lead contractor the same way as if they were given to the lead contractor directly.

Prevailing Wage-Applies to all contractors and subcontractors working on this project.

The City of Pontiac is required to notify any contractor performing "public work" for the city that no less than prevailing wage must be paid to workers as outlined below.

This contract calls for the construction of a "public work," within the meaning of the Illinois Prevailing Wage Act, 820 ILCS 130/.01 et seq. ("the Act"). The Act requires contractors and subcontractors to pay laborers, workers and mechanics performing services on public works projects no less than the current "prevailing rate of wages" (hourly cash wages plus amount for fringe benefits) in the county where the work is performed. The Department publishes the prevailing wage rates on its website at http://labor.illinois.gov/. The Department revises the prevailing wage rates, and the contractor/subcontractor has an obligation to check the Department's web site for revisions to prevailing wage rates. For information regarding current prevailing wage rates, please refer to the Illinois Department of Labor's website. All contractors and subcontractors rendering services under this contract must comply with all requirements of the Act, including but not limited to, all wage requirements and notice and record keeping duties.

Permits & Registration

All contractors and subcontractors working on this project are required to be registered with the City of Pontiac Building and Zoning office to conduct work in Pontiac. The contractor is responsible for obtaining all permits for this project.

Bonds

A bid bond and a contract bond in the contract amount is required for this project.

Inspection

Any materials, workmanship, or equipment which may be discovered to be defective within any warranty period shall be removed and made good by the contractor at their expense regardless of any previous inspection or final acceptance.

Proposals

Please note:

The acceptance of any proposal is solely at the discretion of the Pontiac City Council. The City of Pontiac reserves the right to accept any proposal in whole or in part, to reject any or all proposals or alternate proposals in whole or in part and to waive any technicalities. The City reserves the right to award the project in any manner deemed in the best interest of the City.

The City reserves the right not to consider any proposal which it determines to be unresponsive and deficient in any of the information requested in the RFP.

The City reserves the right to determine whether the scope of the project will be entirely as described in the RFP, a portion of the scope, or that a revised scope be implemented.

Required for Submission

  1. Proposals shall be submitted on company letterhead typed or written legibly in ink.
  2. There must be a separate proposal for the natural gas and the alternate diesel-powered unit.
  3. Complete technical specifications from the manufacturer, including a warranty, must be included in the proposal for the generator or any other substantial component of the project.
  4. All subcontractors and their responsibilities shall be clearly defined in the proposal.
  5. Costs shall be listed as follows (lump sum for each line item):
  • Cost of the generator.
  • Cost of Automatic Transfer Switch.
  • Cost for connection (conduits, wiring, gas supply, etc.)
  • Cost of site preparation.
  • Cost of subcontractor(s)
  • Name and contact information of subcontractor(s)
  • Total project cost.
  1. Proposals shall be submitted in a sealed envelope labeled "Rec Center Generator RFP" and dropped off or mailed to: City of Pontiac, 115 W. Howard St., Pontiac, IL 61764 no later than 10 AM, Thursday, October 3, 2024.
