Royal Capital named master developer for Evans & Rosedale project

The Evans & Rosedale community in the Historic Southside has a new master developer committed to moving the project forward.

Royal Capital, a Milwaukee-based company with a focus on developing sustainable and comprehensive communities, was ultimately chosen to take the reins of this catalytic project.

Eleven proposals were submitted during the city's Request for Expressions of Interest (RFEI) process earlier this spring, which were reviewed over the summer by a selection committee composed of City staff and representatives from the Historic Southside Neighborhood Association.

Royal Capital's submission contained several notable strengths that set their team apart, earning high scores from the committee:

  • The Royal Capital team has a demonstrated history of creative outside-the-box thinking for both financing and project design. They have significant experience securing financing for their projects in a difficult market, and are capable of successfully accessing funds from a variety of different sources.
  • Royal Capital's community engagement and business equity practices are particularly noteworthy. Their team is accustomed to working collaboratively with many different stakeholders, developing strong partnerships across multiple sectors - from municipal government to nonprofit, educational, and even health organizations.
  • Royal Capital has started and completed multiple redevelopment projects in historical neighborhoods, preserving a lasting legacy in these communities while setting the stage for future growth.

Next steps

The Fort Worth Local Development Corporation (LDC) will receive a briefing about Evans & Rosedale on Sept. 24, and a community feedback session will be scheduled shortly afterwards for neighborhood residents and businesses to meet the development team, ask questions and provide input in a fun, informal setting.

The Royal Capital team plans to dedicate the rest of 2024 to defining the specifics of the project, working alongside both the City and the community to finalize plans for the site.

About the RFEI

The City of Fort Worth launched another Request for Expressions of Interest (RFEI) earlier this spring to find a new master developer for the Evans & Rosedale urban village. The opportunity would allow for an experienced mixed-use developer to work on a multi-block, six-acre greenfield site located five minutes from downtown.

The Evans & Rosedale properties are part of the Historic Southside - a former hub of Black commerce that has been home to many renowned Black entrepreneurs, as well as prominent Fort Worthians both past and present. Notable figures include William Madison McDonald, the first Black millionaire in Texas, and modern icon, Ms. Opal Lee - the "grandmother of Juneteenth."

The site has already seen more than $30 million in public investment over the past 20 years.
