Hall County Government rolls back millage rate and passes flat FY 2025 budget

The Hall County Board of Commissioners approved the FY 2025 budget at the June 27 Voting Meeting. Passed unanimously, the FY 2025 budget boasts a full rollback of the General Fund millage rate, a compensation adjustment for employees, 30 miles of road resurfacing, various park and road improvements, and sewer expansions.

"We are presenting a relatively flat budget this year with strategic capital expenditures to achieve financial balance under the Board's leadership and direction to alleviate the tax burden on citizens through a full rollback," County Administrator Zach Propes said.

FY 2025's General Fund millage rate is 3.234, down from last year's 3.440. While this doesn't include the Hall County School System's millage rate, it does provide a slight decrease for taxpayers in Hall County.

"The Board has done a full rollback of the General Fund millage rate for ten out of the past 11 years," Propes said. "These rollbacks, while seemingly minor on an annual basis, provide a compounding advantage for taxpayers in Hall County when passed year over year."

The proposed $403.2 million budget is funded by three revenue streams: approximately one-third from property tax, one-third from sales tax and one-third from grants, service fees, fines and payments.

While the overall budget is slightly reduced from last year's $405.7 million budget, the FY 2025 Capital Expenditures plan highlights the anticipated completion of several significant projects for the County, including the renovations at the Health Department, Landfill Cell construction, the paving of Cagle Road and the Friendship Road sewer expansion.

"We are very proud of the FY 2025 budget," Chairman Richard Higgins said. "I want to thank everyone involved in the lengthy process, from the Commissioners, who continue to work together to come to agreements and move important initiatives forward, to staff, who invested months of hard work to ensure we could roll back the millage rate and present a financially conservative budget to the citizens of Hall County."
