Village of Franklinville - Franklinville Central School District Capital Improvements Project, 2024

Negative Declaration

Cattaraugus County - The Franklinville Central School District , as lead agency, has determined that the proposed Franklinville Central School District Capital Improvements Project, 2024 will not have a significant adverse environmental impact. The action involves a proposal by the Franklinville Central School District (District) to undertake a Capital Improvements Project, 2024 which includes various renovations, upgrades, an addition, a new building, and site work at the District's buildings and sites.

A new building addition is proposed at the rear of the Ten Broeck Academy (Middle/High School). The addition will consist of a secured entrance vestibule and school resource officer spaces, new main office including conference rooms, and a nurse's suite. The current main office area in the front of the school will be reconstructed into a new Home & Careers room, Guidance suite, and Faculty room. Other proposed Ten Broeck Academy building upgrades include a reconstructed science classroom; various mandatory code and health, safety, and accessibility upgrades such as emergency, exit, and area of refuge lights, carbon monoxide and smoke detectors, ADA grab bars, additional public address speakers, and safety upgrades to elevators; gas-fired water heaters, sanitary lift station, roof replacement at the 1995 portion of the building, and a few exterior doors.

Proposed Elementary School building upgrades include all windows except at 2020 addition; new roof in select areas; pool upgrades; new primary electrical service, panel boards, emergency generator, and stage dimming board power distribution; new galvanized piping; water and sewer service for concession stand; water coolers with bottle filling; crawlspace ventilation; and emergency and exit lights, fire alarm system, carbon monoxide detectors, additional public address speakers, and ADA grab bars and mirrors.

Proposed site work includes bus and parent drop-off and pick-up loops behind Ten Broeck Academy, various upgrades at the Elementary School, a new transportation facility, and possibly work at the existing bus garage site. The new loops at Ten Broeck Academy will help direct traffic flow and provide designated on-campus driveways to separate bus and parent drop-offs and pick-ups. New walkways will connect the loops to the new secure building entrance. New parking areas inside the loops will largely make up for the parking spaces being removed to allow for the reconstruction. Existing baseball and softball field renovations include the installation of two open air shelter dugouts per field, home team batter's box at each field, and 6' high perimeter fencing and backstop safety netting at both fields. Elementary School front sidewalk, curb, and snowmelt system upgrades are proposed. To address drainage issues, a new drain tile system is proposed to be installed at the grass fields north and west of the athletic track and extending to the other side of the railroad track, and a storm line at the railroad track location will be corrected. Sod will be installed in the areas being disturbed. The proposed transportation facility located a short distance away from the school campuses will include maintenance, wash, and bus storage bays, office, bus lifts, bus wash equipment, utilities, paved areas for access, parking, and outside storage, and storm water management. A portion of the existing bus garage building may be demolished, with a portion of the building including a maintenance bay to remain for Buildings and Grounds Department use. Existing bus garage parking area may be reconstructed, and parking area may be expanded in the area where a portion of the building may be demolished.

The project is located throughout the Franklinville Central School District in the Village of Franklinville New York.
