JOINT STATEMENT BY THE PRESIDENT OF THE REPUBLIC OF PERU,
HER EXCELLENCY DINA ERCILIA BOLUARTE ZEGARRA, AND
THE PRIME MINISTER OF MALAYSIA,
HONOURABLE DATO' SERI ANWAR IBRAHIM
Forging a Resilient, Prosperous, and Mutually Beneficial Partnership

1. The Honourable Dato' Seri Anwar Ibrahim, Prime Minister of Malaysia, undertook an inaugural Official Visit to Peru at the invitation of Her Excellency Dina Ercilia Boluarte Zegarra, President of the Republic of Peru, on 13 November 2024. The occasion marked the first Official Visit of Prime Minister of Malaysia to Peru and to the Latin-American and Caribbean region.
2. Both leaders expressed their satisfaction with the state of the bilateral relations since its establishment on 24 April 1986.
3. Both leaders had an in-depth exchange of views on deepening the multi-faceted Peru-Malaysia bilateral relations, as well as regional and international issues of mutual interest, and reached a broad consensus.
4. Both leaders emphasised on the need to increase frequent high-level exchanges between the two countries and noted the convening of the Fourth Peru-Malaysia Bilateral Consultation on 1 October 2024 virtually, which provided the platform to advance the political, economic and cooperative agenda between Malaysia and Peru.
5. Both leaders reaffirmed their commitment to strengthen bilateral relations and reiterated their willingness to continue exploring new areas of collaboration, as evidenced by the conclusion of the Memorandums of Understanding for cooperation in the fields of Halal, agriculture, as well as gastronomy and hospitality. Both leaders also recognised the importance of South-South cooperation in strengthening the bilateral relations, including in the areas of biodiversity, renewable energy and climate change.
6. Both countries welcomed the engagement between their enforcement agencies towards combating transnational crime, including human trafficking and labour exploitation, terrorism, terrorism financing, cybercrime, illegal drug trafficking and cyber security.
7. Both leaders recognised the vast potential of bilateral trade between the two countries and highlighted the significant trade growth, which has recently surpassed pre COVID-19 level. Both countries also agreed to expedite procedures in order to facilitate the entry of new products into their respective markets, while emphasising the importance of encouraging responsible, sustainable and inclusive bilateral investment flows, upholding the principles of efficiency and integrity.
8. Both leaders reiterated their commitment to strengthening and deepening their economic-trade relations through the implementation and promotion of utilisation of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), including through the General Review with a view to updating and enhancing this Agreement, as appropriate.
9. Both leaders highlighted the strategic role of the newly-developed Port of Chancay in enhancing the bilateral trade. Peru invites Malaysia's participation, in the infrastructure development of the Multimodal Logistics, Industrial and Technological Hub in the Central Coast of Peru that will be launched upon the inauguration of the Port of Chancay.
10. Malaysia reaffirmed its support to develop a Halal ecosystem in Peru through sharing of knowledge and best practices, and connecting it with the Malaysian Halal ecosystem, with a view to increase bilateral trade between the two countries, as well as to encourage the establishment of a Halal certification body recognised by Malaysian authorities. Malaysia also expressed interest to establish a Malaysia-Peru specialised Halal Economic Zone at the Port of Chancay, complete with a full-fledged Halal logistics and supply chain hub, as a gateway to expand Malaysia's presence in the region.
11. Both leaders emphasised the importance of strengthening people-to-people ties, including through an enhanced cooperation in culture and tourism. They reaffirmed their interest in deepening their cultural ties, in order to bring their peoples closer for mutual knowledge of their respective traditions and customs. Malaysia also welcomed Peruvian travellers to visit Malaysia in conjunction with Visit Malaysia 2026.
12. Both leaders recognised the relevance to enhance collaboration between education and training institutions including through exchange of scholarships, recognitions of qualifications, sharing of expertise, and exchanging knowledge in the areas of mutual interest. Towards this end, Malaysia offered two (2) scholarships to Peruvian students to pursue tertiary education in Malaysia for the year 2025.
13. Peru expressed gratitude for Malaysia's support towards granting Peru the status of "Development Partner of ASEAN" and reaffirmed its commitment to continue exploring cooperation with ASEAN Member States in areas of mutual interest. Both leaders reaffirmed their commitment to continue collaborating within the framework of the ASEAN-Peru Development Partnership Committee.
14. Both leaders agreed to strengthen inter-regional ties between the Pacific Alliance and ASEAN in mutually beneficial areas based on the recommendations shared during the 7 th ASEAN-Pacific Alliance Ministerial Meeting on 25 September 2024.
15. Peru commended Malaysia's Chairmanship of ASEAN in 2025 with the hope of achieving goals related to promoting inclusivity and sustainability in alignment with the ASEAN Community Vision 2045, which will be adopted during the 46th ASEAN Summit and Related Summits in 2025 in Kuala Lumpur.
16. Malaysia commended Peru's leadership during APEC 2024, noting the significant strides made in fostering collaboration and dialogue among member economies. Peru expressed gratitude for the contributions made by Malaysia in all APEC meetings throughout 2024.
17. Both leaders reiterated their strong commitment to multilateralism, with the United Nations at its core, and shared similar views on the importance of strengthening multilateral institutions to address global and regional challenges, as well as making global governance more representative, effective and accountable. Both leaders also pledged in principle to positively consider each other's candidacies in regional and international organisations.
18. Both leaders underscored the need for a permanent political solution to the Palestinian issue, calling for an immediate and permanent ceasefire to the ongoing conflict in Gaza, as well as unimpeded humanitarian assistance.
19. The Honourable Prime Minister Dato' Seri Anwar Ibrahim expressed his deepest appreciation for the honour of being conferred the decoration the Order "El Sol del Perú" in the grade of "Grand Cross" by Her Excellency President Dina Ercilia Boluarte Zegarra.
20. The Honourable Prime Minister of Malaysia expressed his gratitude to Her Excellency President of Peru for the warm hospitality extended to Malaysia.
