Council Meeting Recap: City budget and tax rate approved, utility rate updates

City budget, tax rate approved for fiscal year 2024-2025

Allen residents will continue enjoying one of the lowest tax rates among large Texas cities following the approval of the Fiscal Year 2024-2025 tax rate and city budget.

The $348.8 million annual budget includes funding for infrastructure projects like street and sidewalk repairs, new public safety equipment and funding for new Meet and Confer terms with Allen Police and Fire Associations.

It also funds 20 new positions, including three firefighters/paramedics, five new police personnel, two project managers, a new Deputy Court Clerk a new Residential Waste Services Specialist and more.

The 2024-2025 tax rate of $0.4175 per $100 of taxable value is one of the lowest in the state of Texas among cities with populations higher than 100,000. This tax rate is a reduction from last year's rate of $0.4205. This is the 32nd consecutive year Allen's tax rate has been lowered. In addition, Allen homeowners will continue enjoying a 5% city homestead exemption approved by Allen City Council in 2023. This exemption deducts 5% from appraised home values when calculating the annual taxes due to the City of Allen.

2024-2025 tax rate decrease and your property tax bill

The table below shows taxable home value and associated decrease of estimated property tax bills (City portion only) for homes of the same taxable value between 2023-2024 and 2024-2025. Actual taxes paid by homeowners are dependent on changes in taxable values, which are determined by the Collin Central Appraisal District.

The City of Allen's 2024-2025 fiscal year begins on Oct. 1, 2024 and ends on Sept. 30, 2025. The budget proposed and passed by council can be viewed online, with the official final budget to be made available soon on the Finance web page.

Water, sewer and waste services rates updated

Allen City Council has approved rate updates for residential waste services and for both residential and commercial water and sewer.

Residential waste services rates will increase from $18.09 to $19.09 per month. The updated rate continues to include a 20% discount on waste services costs for homeowners over 65 years of age. The new rate will also fund a new Residential Waste Specialist who will be available to assist residential customers with their waste services issues and concerns.

Allen remains the lowest cost city for residential waste services among neighboring cities like Plano, McKinney, Frisco and Richardson.

The city's combined cost for residential water and sewer will increase by approximately 7%. For an annual average monthly bill using 10,000 gallons of water, this results in an increase of $9.95 per month compared to the current rate.

Allen's treated water and wastewater services are provided by the North Texas Municipal Water District (NTMWD). NTMWD serves over 2 million utility customers in Collin County, which is now the second fastest growing county in the United States. To keep up with Collin County's rapidly growing population, NTMWD's costs are increasing as the district seeks new raw water supplies, constructs new water treatment facilities and adds wastewater treatment capabilities.

Mayor Brooks proclaimed September 2024 as "Under My Umbrella Month," honoring the founding members of the grassroots organization for the work they do to support and uplift members of the community who are in need.
