Code Package to Implement Community Board on Police Accountability Advances; Mayor's Office to Host Community Forum on July 15

After further public consultation, labor negotiations, and feedback from the U.S. Department of Justice (DOJ), the City has updated the proposed code package that establishes a new community-led police accountability system.

The code package is available here, including a redlined version to highlight revisions to the code since it was unanimously proposed by Council in November.

The City Council unanimously approveda resolution in November 2023 that proposed city code based on a 2020 voter-approved amendment to the City Charterand the recommendations of the Police Accountability Commission.

At the same time, the Council directed the City Attorney's Office and Council staff to hold a further meeting with the former members of the Police Accountability Commission and community members to discuss the code and potential adjustments. That meeting took place December 4, 2023.

Several revisions to the proposed code package were made in response to comments from former PAC members. Further edits were made as the outcome of labor negotiations with the Portland Police Association and the Portland Police Commanding Officers Association, and through the feedback process with the DOJ.

Community Forum Event

The Mayor's Office will host a hybrid community forum to discuss the proposed code on Monday, July 15 from 5:30 - 7:30 PM. This forum will be hosted in a hybrid format to allow for both virtual and in-person participation at the Portland Building (1150 SW 5thAve.) in the Leah Hing Room (First Floor - Room 108).
