Permanent Subcommittee on Investigations to Hold Hearing on U.S. Technology Fueling Russia's War Machine

[WASHINGTON, D.C.] - On Tuesday, September 10 at 3:30 PM, the U.S. Senate Permanent Subcommittee on Investigations (PSI) will hold a hearing titled, "The U.S. Companies' Technology Fueling The Russian War Machine" as part of the Subcommittee's ongoing inquiry into the continued appearance of American-manufactured semiconductors in Russian weapons used in the war in Ukraine. The hearing will include testimony from four large U.S. semiconductor producers-Analog Devices Inc., Advanced Micro Devices Inc., Intel Corporation, and Texas Instruments Incorporated-whose products have consistently appeared in recovered Russian weapons. The hearing will probe the companies' compliance with export controls intended to block Russia from accessing American technology and examine issues in the larger semiconductor manufacturing industry.

In February 2024, PSI held a hearing examining evidence that Russia and its proxies are evading these export controls, as American-manufactured semiconductors have been found in a range of equipment used by the Russian military. Prior to this hearing, PSI released a Majority staff memorandum revealing that combined data from these four semiconductor manufacturers showed significantly increased exports to countries that have been identified as potentially being used by Russia to evade U.S. export controls.
