Notice of Availability of GreenNY Tentatively Approved Procurement Specifications - September 2024.

This notice announces the availability of seven draft tentatively approved new specifications on:

• Metal Cleaners and Polishes
• Odor Control Products
• Oven, Grill and Barbecue Cleaners
• Surface Cleaning Wipes
• Dishwashing Detergents
• Disposable Gloves
• Lower Carbon Concrete

These specifications were tentatively approved by the GreenNY Council, co-chaired by the Commissioners of the New York State Office of General Services (NYS OGS), and the New York State Department of Environmental Conservation (NYS DEC), the Presidents of the New York State Energy Research and Development Authority (NYSERDA), and the New York Power Authority (NYPA), and the Director of the New York State Division of the Budget (NSY DOB), or their designees, on September 25th, 2024. Public comment on the draft specifications will be accepted until Monday, November 18, 2024.

Background:
The New York State's Green Procurement program was established by Executive Order No. 4 in 2008 and continued by Governor Kathy Hochul in 2022 through Executive Order No. 22 - Leading by Example: Directing State Agencies to Adopt a Sustainability and Decarbonization Program. Executive Order No. 22 created the GreenNY Council and charged it with several tasks, including the development of green procurement specifications for priority categories of commodities, services and technology. The specifications identify product criteria that will:
• Reduce or eliminate the use or release of toxic substances,
• Minimize the discharge of pollutants into the environment,
• Minimize the volume and toxicity of packaging,
• Maximize the use of recycled content and sustainably managed renewable resources, and
• Provide other environmental and health benefits.
Once a specification receives final approval, State agencies, authorities, and other entities covered by Executive Order No. 22 are required to purchase commodities, services and technology that meet the criteria established in it.
