New accommodation service for people seeking or granted temporary protection - Упроваджено послугу розміщення осіб, які подали заяву про надання тимчасового захисту

Helsinki has signed an agreement on the provision of an accommodation service for people fleeing Ukraine with Luona Oy, which provides social and healthcare services and is in charge of Helsinki's reception centres. Persons covered under the Finnish Immigration Service's municipal model are given the option of staying in reception centres provided by Luona Oy or housing provided and equipped by the City of Helsinki. The agreement period will end on 30 September 2022, and a possible option period will end on 4 March 2023.

The accommodation service offered by Helsinki uses non-subsidised apartments directly owned by the City. There are approximately 100 vacant apartments suitable for this purpose. According to the Finnish Immigration Service's calculation formula, these apartments can accommodate approximately 450 individuals covered by the municipal model.

The municipal model allows individuals seeking or granted temporary protection to find accommodation in the municipality they have settled down in

The municipal model is a quick and temporary solution in which the municipality provides accommodation and guidance services for the reception centre and individuals seeking and granted temporary protection. The purpose of this is to ensure people's ability to stay in the municipality in which they settled down upon their arrival in Finland.

The municipal model is applied to people who have been granted temporary protection as well as people who have applied for international protection and temporary protection. The person must be a registered client of a reception centre that has an agreement with the municipality, and the person's inclusion in the municipal model must be agreed on with the reception centre.

Persons covered by the municipal model will be accommodated in apartments that are owned or rented by the municipality and meet the requirements for housing. The accommodation provided by the municipality includes the apartments' furniture and equipment, including the necessary supplies, electricity, water supply, waste management, maintenance, insurance and the restoration of the apartment once the person moves out.

The municipal model is implemented in cooperation and through the joint efforts of the Finnish Immigration Service, reception centres and municipalities.

The accommodation service costs the City €186,000 per month in total, and the City receives €154,000 per month in compensation from Luona Oy. Therefore, the cost left for the City to pay is €32,000 per month. To prepare for these and possible other costs related to the accommodation, the Helsinki City Board allocated a total maximum of €170,000 to the Urban Environment Division. This appropriation is an investment to allow persons who have fled the war in Ukraine to Helsinki and formed networks here to remain in the city for the duration of their stay in Finland.

What does temporary protection mean?

Temporary protection is based on the EU's Temporary Protection Directive, which is now being applied for the first time. The Council of the European Union's decision to introduce temporary protection came into force on 4 March 2022, leaving the exact definition of the target group for protection up to the Member State's discretion. The Finnish Government decided on the matter on 7 March 2022.

The granting of temporary protection allows protection to be offered to a limited group of people through a rapid and less demanding procedure compared to the asylum procedure. In Finland, protection is granted to citizens of Ukraine who are unable to return to Ukraine because of the Russian invasion, citizens of countries outside Europe and the Schengen area and stateless people who were residing in Ukraine legally and who cannot safely and permanently return to their country of origin. Additionally, temporary protection is granted to the family members of Ukrainians and persons who received international protection or similar national protection in Ukraine, provided that the family relation was formed in Ukraine prior to 24 February 2022.

Гельсинкі уклало договір щодо надання послуг розміщення особам, які втекли від війни в Україні, з організацією Luona Oy, яка відповідає за діяльність столичних центрів допомоги й надає соціальні та медичні послуги. Особам, на яких поширюється муніципальна модель, надано можливість розміщення або в центрах допомоги Luona Oy, або в обставлених і оснащених квартирах міста Гельсинкі. Термін дії договору закінчується 30.09.2022 р. і може бути продовжений до 04.03.2023 р.

Для розміщення осіб у Гельсинкі використовують несубсидовані квартири, які перебувають у безпосередній власності міста. Вільних квартир, які підходять для такого використання, є близько ста. Згідно з підрахунками Імміграційної служби Фінляндії, у них можна розмістити близько 450 осіб, на яких поширюється муніципальна модель.

Муніципальна модель - швидке й тимчасове рішення, яке муніципалітет застосовує для надання послуг розмішення й інструктажу, які є частиною послуг прийому, центру допомоги й особам, які подали заяву про надання тимчасового захисту та отримали його. Вона дає особам можливість залишитися в тому муніципалітеті, у якому їх було розміщено по приїзду до Фінляндії.

Муніципальна модель поширюється на осіб, яким надано тимчасовий захист, а також на осіб, які подали заяву про надання міжнародного й тимчасового захисту. Особа має бути зареєстрована як клієнт центру допомоги, який уклав договір з муніципалітетом, та про поширення на особу муніципальної моделі має бути домовлено з центром допомоги.

Осіб, на яких поширюється муніципальна модель, розміщують у квартирах, якими володіє або які орендує муніципалітет, і які повинні відповідати житловим вимогам. Муніципальні квартири обставлені меблями й оснащені необхідним, що включає електроенергію, воду, утилізацію відходів, технічне обслуговування, страхування, а також відновлення житла після виселення особи з квартири.

Реалізація муніципальної моделі відбувається у тісній співпраці між Імміграційною службою Фінляндії, центрами допомоги та муніципалітетами.

На послуги розміщення місто витрачає усього 186 000 євро в місяць, а сума компенсацій від Luona Oy становить 154 000 євро в місяць. Таким чином, місто покриває витрати на суму 32 000 євро в місяць. Для покриття цих та можливих інших пов'язаних з розміщенням витрат міська рада виділила міському середовищу щонайбільше 170 000 євро. Виділені кошти є інвестицією в те, щоб особи, які втекли від війни в Україні до Гельсинкі й створили тут свою мережу, могли залишитися в місті на час свого перебування у Фінляндії.

Що означає тимчасовий захист?

Тимчасовий захист ґрунтується на Директиві ЄС про тимчасовий захист, яку застосовано вперше. Рішення Ради ЄС набуло чинності 04.03.2022 р. і залишило на розсуд країн-членів ЄС визначення точної цільової групи для надання захисту. Уряд Фінляндії ухвалив рішення 07.03.2022 р.

Надання тимчасового захисту уможливлює забезпечення захисту обмеженого кола осіб за допомогою швидшої й легшої, ніж надання притулку, процедури. У Фінляндії захист надають громадянам України, які не можуть повернутися назад в Україну у зв'язку з вторгненням Росії, громадянам країн Європи та країн, що не входять до Шенгенської зони, а також особам без громадянства, які перебували в Україні на законних підставах і безпечне повернення яких на постійне проживання є неможливим. Крім того, тимчасовий захист надають членам сімей українців та осіб, яким надано в Україні міжнародний захист або прирівнюваний до нього національний захист, якщо сімейні зв'язки між ними було встановлено в Україні до 24.02.2022 р.
