Negative Declaration
Erie County - The Clarence Central School District, as lead agency, has determined that the proposed Clarence Central School District Capital Improvements Project, 2024 and Energy Performance Contract will not have a significant adverse environmental impact. The action involves the Clarence Central School District proposes to undertake a Capital Improvements Project, 2024 which includes various renovations and upgrades at the District's buildings, facilities, and sites.
Renovations and building systems improvements may include items such as Middle School public address system and stage audio, lighting and video upgrades; select HVAC equipment; plumbing upgrades including backflow preventers; exit and other building signage at several buildings; Clarence Center and Middle School elevators; Ledgeview loading dock, crawlspace, and grease trap upgrades; and select flooring, wall, and ceiling upgrades and possible asbestos abatement in several schools. Various technology improvements are proposed including servers, wireless access points and voice-over-internet-protocol ("VOIP") phone systems at all schools. Proposed building exterior envelope work includes items such as masonry work at all schools; select exit stairs, ramps and railing upgrades, windows in a wing of Clarence Center ES; and select new / upgraded exterior doors and frames and roof drainage upgrades at multiple buildings.
Proposed site work includes pavement reconfiguration and upgrades at multiple school sites and select sidewalk upgrades, including High School and Middle School parking and circulation/drop off areas with possible curb cut modifications; Sheridan Hill eastern parking area and bus loop / drive; and possibly Clarence Center ES rear parking area. Storm water drainage and site lighting upgrades including LED lighting at the High School and reconfigured site lighting at the Middle School are proposed with the pavement improvements. Other proposed site work includes a new Harris Hill ES playground; track resurfacing at the High School; septic system upgrades at two elementary schools and select sewer lines at the High School; and other drainage upgrades.
The district may also undertake an Energy Performance Contract Project which may include items such as LED lighting across the district and boilers at select buildings. The project is located at multiple school locations in the Town of Clarence and the town of Williamsville.
