Seeking Public Comment on Annual Report on Housing and Community Development Block Grant Activities

Each year the City of Eugene receives federal funds to carry out a wide range of community development and affordable housing activities. These include funds directed toward economic development, funding social services, and supporting the creation and maintenance of affordable housing. The City must report annually back to the funding agency on the activities undertaken during the previous year (fiscal year - FY24). The City is currently seeking public comment on this report, known as the Eugene-Springfield Consolidated Annual Performance and Evaluation Report (CAPER).

Specifically, the City of Eugene receives an annual entitlement allocation of Community Development Block Grant (CDBG) funds directly from the U.S. Department of Housing and Urban Development (HUD). An entitlement allocation is a funding award that cities or areas receive based on a complex formula that includes population and need. Eugene also receives HOME funds from HUD on behalf of the Eugene‐Springfield HOME Consortium. The cities of Eugene and Springfield joined together to form the Eugene-Springfield HOME Consortium to become eligible to receive federal HOME program funds to support the creation and maintenance of affordable housing. The City of Eugene is the lead agency in the HOME Consortium.

Each year, Eugene completes a report, the Eugene-Springfield Consolidated Annual Performance Evaluation Report (CAPER), which reviews the CDBG and HOME funded activities undertaken during the previous fiscal year (FY24). The CAPER is open for written public Comment September 3 - September 18, 2024. The draft  CAPER Executive Summary  and the draft  CAPER Full Document  (as formatted by HUD's database) are available for review.
