Joint Local Statement following Team Europe meetings in Tripoli under the Belgian Presidency of the Council of the European Union (26-27 June /بيان محلي مشترك عقب اجتماعات فريق أوروبا في طرابلس في ظل رئاسة بلجيكا لمجلس الاتحاد الأوروبي (26-27 يونيو 2024)

تُصدر بعثة الاتحاد الأوروبي البيان التالي مع البعثات الدبلوماسية للدول الأعضاء في الاتحاد الأوروبي لدى ليبيا:

أتاحت الاجتماعات التي عقدت على مدى يومين في طرابلس لسفراء ورؤساء بعثات الاتحاد الأوروبي المعتمدين لدى ليبيا، بما في ذلك أولئك الذين يتخذون من تونس مقراً لهم، فرصة للمشاركة في تبادلات مثمرةمع رئيس المجلس الرئاسي محمد المنفي ورئيس الوزراء عبد الحميد الدبيبة خلال الاجتماعات في يوم 26 يونيو. وسيُعقد اجتماع مع رئيس مجلس إدارة المفوضية الوطنية العليا للانتخابات عماد السايح غداً الموافق 27 يونيو.

إننا نقر بمصلحتنا المشتركة في ان تكون ليبيا مستقرة وآمنة وموحدة ومزدهرة، والاتحاد الأوروبي على استعداد لمساعدة ليبيا في جهودها الرامية إلى تحقيق السلام والاستقرار في جميع أنحاء البلاد.

يسعى الاتحاد الأوروبي بنشاط إلى المشاركة الدبلوماسية لدعم قيمنا الديمقراطية المشتركة ومبادئ الديمقراطية وحقوق الإنسان وسيادة القانون والحكم الرشيد ومبادئ اقتصاد السوق والتنمية المستدامة. واليوم، بينما تحتفل ليبيا بالذكرى العاشرة منذ الانتخابات الأخيرة لمجلس النواب، نؤكد مجدداً دعمنا لتجديد شرعية جميع المؤسسات الليبية في جميع أنحاء البلاد، فالشعب الليبي لديه الحق في اختيار قادته. وفي هذا السياق، نرحب ببدء التسجيل للانتخابات البلدية وندعم قدرات المفوضية الوطنية العليا للانتخابات وعملياتها، ونأمل أن تكون الانتخابات البلدية خطوة تمهيدية هامة نحو الانتخابات الوطنية. نشجع جميع السلطات المعنية وأصحاب المصلحة على ضمان إجراء الانتخابات البلدية بسلاسة وأمان في جميع أنحاء البلاد ودعم المفوضية الوطنية العليا للانتخابات، سواء من حيث التمويل أو الخدمات اللوجستية أو الأمن.

نحن مقتنعون بأن وساطة الأمم المتحدة الرامية إلى التوصل إلى حل سياسي شامل تظل أفضل نهج للحفاظ على وحدة ليبيا وضمان أن يتمكن جميع المواطنين، بمن فيهم النساء والشباب، من تحقيق كامل إمكاناتهم وازدهارهم. نحن ندعم جهود بعثة الأمم المتحدة للدعم في ليبيا لإحياء العملية السياسية ونشاطر نائبة الممثل الخاص للأمين العام للأمم المتحدة خوري قلقها بشأن التقسيم الفعلي للبلاد ومؤسسات الحكم الموازية، وندعو جميع الأطراف الليبية المعنية إلى تقديم الدعم الحقيقي لجهود بعثة الأمم المتحدة للدعم في ليبيا وتعزيزها.

يقف الاتحاد الأوروبي على أهبة الاستعداد لدعم الجهود التي يبذلها جميع القادة الليبيين لاعتماد وتنفيذ ميزانية وطنية موحدة تضمن تخصيص الموارد بشفافية وخاضعة للمساءلة، ونؤكد من جديد استعدادنا لدعم هذه الجهود، بما في ذلك من خلال تشجيع إحياء مجموعة العمل الاقتصادية لعملية برلين مع الرؤساء المشاركين الآخرين. ونشجع جميع المؤسسات المعنية على العمل بشكل وثيق مع مجموعة العمل الاقتصادية في الأشهر المقبلة.

سيواصل الاتحاد الأوروبي في العمل مع أصحاب المصلحة الليبيين من أجل تعزيز المجتمع المدني وحقوق الإنسان والإعلام الحر والحكم الديمقراطي وتمكين الشباب وتمكين المرأة وإدماجها.

نحن نقدر ليبيا كشريك متوسطي في إطار سياسة الجوار الأوروبية وشريك موثوق في مجال الطاقة.

يشاطر الاتحاد الأوروبي ودوله الأعضاء هدف ليبيا المتمثل في تنظيم وإدارة الهجرة والحدود بشكل فعال وبطريقة تتوافق مع حقوق الإنسان والمعايير الدولية. ونرحب بحوارناالمتزايد لتحقيق هذا الهدف. ونرى أن منتدى الهجرة عبر المتوسط المزمع عقده في 17 يوليو هو يمثل لحظة محورية لاتخاذ خطوات حاسمة وتحقيق نتائج ملموسة. ولمواصلة وتعزيز حوارنا وتعاوننا، فإننا ندعو إلى إحراز تقدم واقعي في السعي إلى إيجاد بدائل للاحتجاز، وتبسيط إجراءات الخروج التي تؤدي إلى تعزيز العودة الطوعية بالتعاون مع بلدان الأصل؛ وفي إدارة الحدود وتحسين التعاون مع وكالات الأمم المتحدة؛ وفي تعزيز حماية المهاجرين واللاجئين. كما أننا على استعداد لدعم تسوية أوضاع العمال المهاجرين. وفي الفترة التي تسبق انعقاد المؤتمر، نحن مستعدون على وجه الخصوص لدعم التقدم المحرز فيما يتعلق بنقل الأطفال من مراكز الاحتجاز إلى مراكز إيواء ملائمة، ومتطلبات تأشيرات الخروج للمهاجرين، وتفعيل مركز تنسيق الانقاذ البحري الذي تبرع به الاتحاد الأوروبي.

The Delegation of the European Union issues the following statement together with the diplomatic missions of the EU Member States in Libya:

The two-day meetings in Tripoli of EU Ambassadors and Heads of Mission accredited to Libya, including those based in Tunis, offered an opportunity to engage in productive exchanges with the Chairman of the Presidential Council Mohamed Al Menfi and the Prime Minister Abdul Hamid Dbeibah, during meetings on 26 June. A meeting with the Chairman of the Board of the High National Elections Commission (HNEC) Emad Al Sayeh will take place tomorrow 27 June.

We acknowledge our common interest in a stable, secure, united and prosperous Libya. The European Union stands ready to assist Libya in its efforts to achieve peace and stability across the country.

The European Union is actively pursuing a diplomatic engagement to support our shared democratic values and principles of democracy and human rights, rule of law, good governance, market economy principles and sustainable development. Today, as Libya marked the tenth anniversary since the last election of the House of Representatives, we reiterate our support for renewing the legitimacy of all Libyan institutions throughout the country. The Libyan people have the right to choose their own leaders. In this context, we welcome the beginning of registration for the municipal elections and we support HNEC's capacity and operations. We hope municipal elections can be an important preliminary step towards national elections. We encourage all relevant authorities and stakeholders to ensure that municipal elections proceed smoothly and safely across the country and to support HNEC, be it in terms of funding, logistics, or security.

We are convinced that the UN mediation aimed at an inclusive political solution remains the best approach to preserve the unity of Libya and ensure that all citizens, including women and youth, can realise their whole potential and thrive. We support UNSMIL's efforts to revitalise the political process and we share DSRSG Koury's concern about the de facto division of the country and parallel governing institutions. We call on all Libyan stakeholders to genuinely support and promote UNSMIL's efforts.

The European Union stands ready to support the effort by all Libyan leaders to adopt and implement a unified national budget that ensures the transparent and accountable allocation of resources. We reiterate our availability to support such effort, including by promoting a revival of the Berlin Process' Economic Working Group together with the other co-chairs. We encourage all concerned institutions to work closely with the Economic Working Group in the months ahead.

The European Union will continue to work with Libyan stakeholders towards strengthening civil society, human rights and free media, democratic governance, youth empowerment, and women empowerment and inclusion.

We value Libya as a Mediterranean partner in the framework of the European Neighbourhood Policy and a reliable energy partner.

The EU and its Member States share Libya's goal to regulate and manage migration and borders effectively and in a manner compliant with human rights and international standards. We welcome our increased dialogue to achieve this goal. We see the planned Trans-Mediterranean Migration Forum on 17 July as a key moment to take decisive steps and produce concrete outcomes. To continue and strengthen our dialogue and cooperation, we call for factual progress in pursuing alternatives to detention, and simplified exit procedures leading to enhanced voluntary returns in cooperation with countries of origin; in border management and improved cooperation with UN Agencies; and in enhanced protection of migrants and refugees. We are also willing to support the regularisation of migrant workers. In the run up to the conference, we stand ready in particular to support progress with regards to the transfer of children from detention centres to appropriate shelters, the exit visas requirement for migrants, and the activation of the MRCC donated by the EU.
