What is a Specific Plan?

A Specific Plan is a document that implements the goals of the City's General Plan, guiding the development of a specific geographic area. The SSRSP will focus on a 1,900-acre region in South Santa Rosa, covering neighborhoods around Santa Rosa Avenue and beyond, including the Moorland area and adjacent industrial districts.

The SSRSP seeks to gather community input on land use, transportation improvements, facilities, affordable housing strategies, transit services, and more to build a plan for a thriving, equitable, and resilient community.

The SSRSP does not propose annexing the unincorporated County land into the City of Santa Rosa. While the specific plan boundaries include County areas, this is not an annexation project.
