EU statement

Thank you Mr President,

The EU thanks the Special Rapporteur for his report and update, and welcomes his conference room paper.

As the High Commissioner said, since the military coup in February 2021, Myanmar is being suffocated by an illegitimate military regime, resorting to horrific war tactics and brutal atrocities to remain in power.

The EU condemns the repressive actions of the Myanmar military including the recently reported killings inter alia through indiscriminate attacks and heavy bombardment of numerous towns, enforced disappearances, and widespread arson as well as military-imposed internet shutdown and propaganda fueling ethnic tensions. All violence against civilians must cease, and the more than 20,000 arbitrarily detained prisoners must be freed. Humanitarian aid is urgently needed. The Myanmar military must stop blocking humanitarian access and end their targeting of humanitarian actors.

We are extremely concerned by reports of illegal conscription, including of women, and use of Rohingya as human shields by the Myanmar military in particular, and by other armed actors in Rakhine state.

There must be accountability for all atrocities committed in Myanmar. We reiterate the key role of the IIMM in that regard, and support relevant efforts by the ICJ, ICC and through universal jurisdiction.

We reiterate our call for all States to prevent or to cease the flow of arms, funds or military and dual-use material, including aviation fuel, to the Myanmar military and welcome all efforts in this direction.

We welcome the reported impact of measures taken by the international community to stop the flow of weapons and funds into Myanmar.

Can this Council in good conscience urge Myanmar to immediately commence the voluntary, safe, dignified and sustainable repatriation of all forcibly displaced Rohingya Muslims and other minorities from Bangladesh, given that the situation on the ground and actions of the Myanmar military are far from meeting the necessary conditions for repatriation?
