City Welcomes New Chief of Police

The City of Woodland is pleased to introduce Ryan Kinnan as the Woodland Police Department's new Chief of Police beginning September 15, 2024. Kinnan brings nearly twenty-five years of law enforcement experience to Woodland, most recently serving as Chief of Police in the City of Auburn. Woodland Chief Derrek Kaff announced his retirement earlier this year.

"We are fortunate to have two proven leaders at the helm of public safety in Woodland," said Woodland City Manager Ken Hiatt. "We want to thank Chief Kaff for his many years of dedicated service to our community and wish him well in this exciting next chapter. Our community can expect a seamless transition and continued excellence in public safety."

Kinnan has served as the Police Chief in Auburn since 2018. During his tenure, he championed community-oriented policing and established the Police Chief's Community Advisory Council and the Problem-Oriented Policing (POP) Team. Prior to that, he served as lieutenant at the Citrus Heights Police Department. Kinnan served in the U.S. Marine Corps prior to his career in public safety. He grew up and lived in Southern California until moving to the Sacramento region in 2006. Kinnan holds a Master of Public Administration and Bachelor of Science in Criminal Justice. In addition, he is a graduate of the FBI National Academy (Session 268) and an adjunct professor in Administration of Justice at Sierra Joint Community College District. He is married and has four children.

Kinnan will be sworn in as Woodland's Police Chief on September 18 during a Change of Command ceremony beginning at 10 AM at the Woodland Community and Senior Center located at 2001 East Street. Chief Kaff will remain with the department until October 14, 2024 and assist Kinnan in assuming the new role.
