Dec. 13, 2024-Roseville City Manager Dominick Casey announced the appointment today of Sean Bigley as the new Roseville Environmental Utilities (EU) Director following a highly competitive statewide recruitment process. Bigley will succeed Rich Plecker who is retiring at the end of this year.
Bigley has nearly 20 years of utility experience with the City of Roseville, most recently as assistant EU director for the water utility, with oversight of the City's water and wastewater operations, including service to residents and businesses, long-range water resources planning, capital improvement projects, customer service, government relations, specialized water resources programs, and system repair and rehabilitation. He has 11 previous years of experience working in state and federal agencies.
"Sean stood out for his extensive knowledge regarding water policy and operations, his support of our people-first culture, and years of demonstrated leadership within the Environmental Utilities," Casey said.
Bigley's recent achievements include negotiating an indefinite-term water contract for Roseville with the federal government, securing additional water supplies for Roseville through an amendment to the City's Middle Fork Contract with the Placer County Water Agency, and helping to secure $55 million in state funding from the California Natural Resources Agency for the Sacramento Region, of which Roseville received $8 million in State funding to help construct additional Aquifer Storage and Recovery wells in Roseville. In 2023, Bigley was named Water Statesperson of the Year by the Sacramento Regional Water Authority, where he currently serves as a board member and was board chair in 2021.

As director, Bigley will lead a staff of 285 and oversee water, wastewater, waste management, recycled water and stormwater services that the City provides to over 50,000 residential and business customers, including two regional wastewater treatment plants, over 600 miles of wastewater collection pipes, a potable water treatment plant, and 700 miles of drinking water pipes. Additionally, the Waste Services Division collects over 140,000 tons of solid waste annually from Roseville utility customers.
Bigley holds a master's degree in public administration from California State University, Sonoma, where he also earned double bachelor's degrees in political science and history. In his free time, he loves to travel, work in the garden, and work toward fluency in Spanish. Sean and his wife raised their family in Rocklin, where they continue to reside.
