First Round of SRF-Nonpoint Special Purpose Funding Opportunity Applications due September 1, 2024

The State Revolving Fund (SRF) Nonpoint Program seeks to incentivize community led nonpoint pollution control projects that will improve water quality, showcase sound design, and demonstrate project readiness.

Eligible projects include stream stabilization, stormwater wetlands, source water protection practices, permeable pavers, remediation of storage tanks and other nonpoint source best management practices.

Eligibility and Requirements:

  • Applicants must be public entities with the ability to issue a bond or have a funding source to repay an SRF loan
  • Applicants must demonstrate long-term control of the project area through ownership or easements

Incentive Funding Details:

  • Direct loans will be offered to eligible applicants at 0% interest for up to $500,000 per General Nonpoint Source project.
  • Loans can cover up to 100% of project costs, with costs exceeding $500,000 funded at the current SRF interest rate
  • Project applications that score 10 out of 20 points based on the Special Purpose Scoring Criteria in the SFY 2025 Intended Use Plan - Appendix C, may receive the special purpose funds incentive
  • There is no minimum or maximum loan amount
  • SRF loans can be used to match local, state or federal grants

Application Timeline:

The first round of applications will be due September 1, 2024. Notices of application scores and funding approvals will be provided in November 2024. Subsequent applications will be accepted quarterly. Detailed information regarding the application submission, review, and scoring process is available on the SRF General Nonpoint Source webpage.
