The CNGBI 1400.25 , Vol 630 dated 23 April 2021, National Guard Technician and Civilian Personnel Absence and has provided the following guidance for granting Excused Absence for Voting for both Title 5 and Title 32 employees:
Typically, polling places throughout the United States are open for extended periods of time, and an increasing number of jurisdictions are offering early voting operations. Therefore, excused absence should rarely be needed.
Where the polls are not open at least 3 hours either before or after an employee's regular work hours, usage of a limited amount of paid, excused absence time is permitted. This absence is intended to allow an employee to report for work 3 hours after the polls open or leave work 3 hours before the polls close, during whichever part of their shift requires the lesser amount of time off. For example, if an employee normally works from 7:30 a.m. to 4:00 p.m. and the employee's polling place is open from 6:00 a.m. to 6:00 p.m., the employee may be granted up to 1 hour of excused absence from 3:00 p.m. to 4 p.m., if requested.
When an employee uses this leave it is to be accounted for within ATAAPs as Excused Leave, using the code "LV." Usage of this leave is limited to three hours of scheduled duty time and can only be used when necessary for providing employees a 3 hour block of time for purposes of voting."
