State Police arrest Utica male for Unlawful Dissemination of Inti...

On November 4, 2024, State Police arrested Paul E. Colburn, age 57, from Utica, NY, for Unlawful Dissemination of Intimate Image class "A" misdemeanor. Colburn was transported to Oneida County CAP Court for arraignment where he was released on his own recognizance. He was ordered back to court on November 12, 2024.

A preliminary investigation revealed Colburn sent sexually explicit photos of him and the victim to the victim's family through text message without their consent.
