Our comprehensive plan update is underway. The City is updating the plan using a phased, chapter by chapter approach. All chapters are currently in review. Please use the links below to follow the process and get involved in the chapters you're interested in - each chapter has a webpage with more detail and a timeline.

Council Study Session
The City Council will review three of the draft chapters at its Study Session on Tuesday, December 3. No action will be taken but the Council will learn more about the proposed changes to the Public Safety, Parks Arts and Recreation, and Utilities chapters. The meeting starts at 6 p.m. and you can attend in person, online, or by phone. The meeting will be held in Council Chambers, 601 4th Ave East. The Community Values & Vision statements are being updated (or added) as chapters are updated or developed. A new draft was issued in November and posted online at engage.olympiawa.gov/cfp2045.

Public Participation & Partners

On October 17, the Land Use and Environment Committee was given a briefing on the existing chapter and on subjects that are anticipated to be addressed in the chapter update. Public engagement will occur on the next few months. Staff is currently working to schedule meetings and is planning for outreach and engagement with the community. The Land Use and Environment Committee was provided a brief on the new Housing Chapter progress in September. The City of Olympia is working with the Cities of Lacey, Tumwater and Yelm to prepare an economic displacement and racial disparity analysis that is a state required element of the Housing Chapter. This analysis is expected to be completed in March of 2025 by a third party consultant with input from each of the regional partners and their communities. Comments and questions related to the Housing Chapter may be sent to Casey Schaufler at [email protected].

In mid-December, we'll post a new version of the chapter that will reflect the feedback we heard from the Planning Commission at its October 24, study session. On February 3, the Planning Commission will hold a public hearing on that draft. You're welcome to share your thoughts on the draft during the public hearing, or you can email staff at [email protected].

The first draft of revised goals and policies for the Capital Facilities Chapter was issued in mid-September. You can review online at engage.olympiawa.gov/cfp2045. The Planning Commission briefing was on November 4. The Utilities Advisory Committee briefing was on November 7. The Social Justice and Equity Committee is scheduled to receive a briefing at its meeting on December 2. These are public meetings and you are welcome attend. Comments and questions can be submitted to Joyce Phillips at [email protected]. Revisions to address comments and questions will be issued in a public hearing draft, expected in late December.

Climate Change & Resiliency

The Climate Risk and Vulnerability Assessment to inform the Resilience Subelement is nearly complete. The Land Use and Environment Committee reviewed the preliminary outputs of the assessment on November 21, and the Social Justice and Equity Committee will provide input on December 2. Olympia 2045 is your opportunity to shape the City of Olympia's long-term vision and goals. Through this process we will update the City's Comprehensive Plan and address new or updated state requirements. The Olympia 2045 update will also consider population projections and resulting employment and housing needs, as our community is expected to grow by approximately 20,000 additional residents within 20 years.
