Proposed RNO General Aviation (GA) East Apron and Taxilane Reconstruction Project

The Reno-Tahoe Airport Authority's (RTAA's) proposed RNO GA East Apron and Taxilane Reconstruction Project primarily involves demolition and reconstruction of existing aircraft pavement in the same location. A small portion of the proposed project improvements will encroach upon the 500-year floodplain, as identified on the Federal Emergency Management Agency (FEMA) Flood Map Service Center interactive map. This Flood Insurance Rate Map (FIRM) classifies the majority of RNO as being within the 500-year floodplain. A map showing the location of the proposed project location and the floodplain encroachment is provided below.

In accordance with Federal Aviation Administration (FAA) standards, the primary purpose and need of the proposed project is maintaining the necessary level of safety through the direct in-kind replacement of deteriorating airfield pavement. The proposed project would neither induce additional aviation activity nor cause a shift in the type of aviation aircraft that currently utilize the RNO. The aircraft pavement reconstruction activities would include demolition and replacement of existing aircraft parking apron and taxilane pavement, adjacent asphalt shoulders, stabilizing fill, treated permeable base, utility relocation, asphaltic pavement, drainage improvements, gravel shoulders, lighting, signage, marking and related appurtenances, as necessary.

Direct surface and ground-disturbing activities will take place entirely within the airport property, in the area surrounding the existing RNO GA East Apron and Taxilane pavement. This area is entirely developed with airport infrastructure, including aircraft parking aprons and taxilanes. The use of these paved areas during the project would be consistent with their current use. All construction staging will occur onsite.

The environmental review, agency consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out in accordance with FAA Orders 1050.1F, Policies and Procedures for Considering Environmental Impacts, 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions, Executive Order 14030, Climate-Related Financial Risk, Executive Order 11988, Floodplain Management, and Department of Transportation Order 5650.2. Impacts to the floodplain are expected to be negligible and encroachments associated with the proposed RNO GA East Apron and Taxilane Reconstruction Project would not have adverse impacts on the floodplain's natural and beneficial values, result in a high probability of loss of human life, or result in damages that could be substantial in cost or extent, including the interruption of service or loss of a vital transportation facility.
