The objective of this audit was to determine why the U.S. Naval Facilities Engineering Systems Command (NAVFAC) had cost increases or schedule delays for Navy and Marine Corps military construction (MILCON) projects and what actions NAVFAC took to mitigate future cost increases and schedule delays.

NAVFAC is a global organization comprising 15 Component Commands with an annual volume of business in excess of $11 billion. As a major Navy Systems Command, NAVFAC delivers facilities engineering solutions worldwide including MILCON support.
