Critical Incident Briefing September 9, 2024 1600 E. McDowell Rd.

The Phoenix Police Department has released a Critical Incident Briefing (CIB) video that includes an audio clip from the initial 911 call related to an officer-involved shooting (OIS) which occurred on September 3, 2024.

This incident began in the area of 16th Street and McDowell Road when officers were dispatched to a burglary from vehicle call. The 911 caller told the operator a man had broken into her car and he was still there.

When officers arrived, witnesses pointed out the man who had broken into the car. The officers spotted the man in between two apartment buildings and ordered him to stop. The man took off running toward an alley behind the apartments. One officer ran after the man while a second officer radioed to other officers in the area before joining the chase. During the foot chase, the man ran through the alley and into a parking lot of a business. The man then stopped, pulled out a handgun and opened fire on the officers hitting both of them. One officer was able to return fire - but the suspect was not struck.

After the shooting, the suspect continued running away. Despite having been shot - the less seriously injured officer provided care to his partner and gave out additional information over the radio about the suspect. The suspect was later located and arrested a few blocks away.

Both injured officers were rushed to the hospital. One of the officers was released the following day. The second officer died from his injuries three days later.

The handgun used by the suspect was recovered in an area close to where the shooting occurred.

Both officers involved in this incident worked out of the Mountain View Precinct. They have been with the Department for five and two years, respectively.

This incident is the subject of a criminal investigation which will be turned over to the Maricopa County Attorney's Office for prosecution.

It is also the subject of an administrative investigation.

Conclusions about whether the actions of the officers are consistent with department policy and the law will not be made until all facts are known and the investigation is complete.​
