4. The following note replaces the note listed for Humanitarian
Service Medal (HSM) paragraph 12.
Note: Personnel who were not directly participating in the
humanitarian efforts in paragraphs 12.a.1 to 12.a.4 remain eligible
for personal military decorations for support rendered to the
overall success of the operations. Commanders in the grade of O-6
and above are responsible for ensuring all HSM submissions are in
compliance with the references.
5. Ref A is no longer distributed. Instead, Ref A is updated
quarterly and maintained on the Manpower and Reserve Affairs
website under Manpower Management Performance Branch-3 (MMPB-3).
