GENTEXT/REMARKS/1. The purpose of this MARADMIN is to
solicit nominees for the Fiscal Year 2025 Francis D. Gill
Chemical, Biological, Radiological, and Nuclear Defense
(CBRND) Excellence Award.
2. The Francis D. Gill CBRND Excellence Award. Introduced
in 2016, this award recognizes the outstanding leadership
and excellence of a CBRND Specialist throughout the Marine
Corps. This award is intended for non-commissioned
officers (NCO) with the MOS of 5711/5713.
2.A. Eligibility. Commanders will use the following
prerequisites to submit nominations.
2.A.1. Nominees can be active duty or reserve and must
possess MOS 5711 during the period of eligibility. Nominee
actions must have occurred between October 1, 2023, and
September 30, 2024, to be considered.
2.A.1.A. Nominations may be submitted posthumously.
2.A.1.B. Nominees should be recognized by seniors,
contemporaries, and subordinates alike, as a Marine who
most exemplifies the outstanding qualities associated with
this award.
2.A.1.C. Nominee must clearly and dramatically demonstrate
the ethos of honor, courage and commitment, and a genuine
concern for the well-being of the Corps, fellow Marines,
and the CBRND community.
2.A.1.D. Nominee must set the standard for all Marines
to follow.
The nominees must exhibit qualities that have made an
outstanding contribution to the development of esprit de
corps, loyalty, and mission accomplishment within their
unit. Include specific accomplishments, their results, and
why these accomplishments set the nominee apart from their
peers.
2.A.2. Nominee packages must include the following:
2.A.2.A. Summary of action supporting the award for which
the Marine is being nominated.
2.A.2.B. Appropriate endorsements via the first General
Officer in the chain of command.
2.A.2.C. Award template will be provided via separate
correspondence to CBRND sections at commands listed in
paragraph 2.A.3.A.
2.A.3. Submission of nominations.
2.A.3.A. The following commands are authorized one
submission each.
I MEF, II MEF, III MEF, MARFORRES, CBIRF and MCSF via MFC
and CBRN School via TECOM. Commands outside the above
listed units (PFPA, HMX, MARSOC, WFTB, etc.) will submit
nominations directly to the POCs listed above.
2.A.3.B. Nominations will be submitted via e-mail to POCs
listed above at CBRN Defense Section, Operations, Plans,
Policies, and Operations, Headquarters, U.S. Marine Corps.
2.A.3.C. Award nominations must be digitally signed and
encrypted to protect personally identifiable information.
2.A.3.D. Nomination for this award does not affect a
Marines eligibility to receive a military award for the
same action/performance. If the nominee received a
military award for the same action/performance, the
summary of action should be included as an attachment in
support of the nomination.
2.A.3.E. Completed nominee packages endorsed through the
chain of command must be received NLT 19 November 2024.
Forward completed packages via e-mail to the above listed
POCs.
2.A.4. An awards board consisting of two Officers and
three Staff Non-commissioned officers will convene during
November 2024 at HQMC.
2.A.5. The Francis D. Gill CBRND Excellence Award winner
will be announced via separate correspondence.
