LACEY, Wash. - The Utilities and Transportation Commission invites public participation in a second workshop to review and potentially revise the 2017 Policy and Interpretive Statement, which outlines the commission's level of involvement in electric vehicle (EV) charging services offered by investor-owned electric companies.

BACKGROUND
In June 2017, the UTC issued its Final Policy and Interpretive Statement to clarify its jurisdiction and regulation of EV charging services offered by UTC-regulated electric companies. Given the major changes in the transportation electrification industry since then, the commission held an initial workshop in July 2024 to discuss possible updates to the policy. Several entities shared presentations on strategies, workplans, and programs regarding topics such as equity in the transportation electrification space, policy guidance, and creating ample infrastructure.
This second workshop on Jan. 15, 2025, will offer an opportunity for the public to provide input and feedback on EV rate design practices, rate recovery considerations, and transportation electrification load forecasting.
The UTC is the state agency that regulates private, investor-owned electric and natural gas utilities in Washington. It is the commission's responsibility to ensure regulated companies provide safe and reliable service to customers at reasonable rates, while allowing them the opportunity to earn a fair profit.
