Town of Pavilion - Amended Town of Pavilion Wastewater Treatment Plant Disinfection Improvements

Negative Declaration

Genesee County - The Town of Pavilion Town Board, as lead agency, has determined that the proposed Amended Town of Pavilion Wastewater Treatment Plant Disinfection Improvements will not have a significant adverse environmental impact. The Town of Pavilion owns and operates a Wastewater Treatment Plant (WWTP) that discharges treated effluent to Oatka Creek. In March 2019, the Town of Pavilion was notified by the New York State Department of Environmental Conservation (NYS DEC) that disinfection of the effluent from the Town's WWTP will be required beginning May 1, 2024. The Town of Pavilion WWTP Disinfection Improvement project involves the installation of a pump station, effluent filter equipment and an ultraviolet disinfection system needed to disinfect waste water effluent in accordance with the new NYS DEC State Pollutant Discharge Elimination System (SPDES) permit requirements. Based on a Preliminary Engineering Report completed in May 2020, a UV disinfection system is the preferred alternative for implementation of the disinfection requirements. The proposed UV disinfection system would be installed on a new concrete pad and would be sized to fit two (2) banks of UV lamps to accommodate a total of up to 24 low pressure, high intensity lamps. An overhead canopy system (consisting of a steel roof pole barn) would be installed over the concrete channel, UV system equipment, and associated electrical equipment to protect the equipment from direct sunlight and precipitation (rain and snow) and to assist in preventing algae growth. The project will also include the replacement of aeration diffusers in the flow equalization tank, and the replacement of valves in the aeration basins. . The project is located One Woodrow Drive in the Town of Pavilion, New York.
