Ningbo adopts “one evaluation, two certificates” model for talents

34 employees of Zhejiang Canghai Construction Co., Ltd. received two qualification certificates for Intermediate or Senior Lawn Horticultural Engineer and Landscape Greening Assistant Engineer respectively on June 26. The model of two certificates based on one evaluation is an important step taken by Ningbo in connecting the growth channels of high skilled and professional technical talents.

According to Zhejiang Provincial Department of Human Resources and Social Security, this attempt is a precedent for the "one evaluation, two certificates" model in the province.

"This model refers to the situation where two types of certificates can be obtained after passing one evaluation." said Cui Li, a member of the Party Committee of the Yinzhou District Human Resources and Social Security Bureau. In this attempt, the local government conducted research and comparison with the current professional title evaluation and skill level recognition standards, integrated similar conditions, and combined theoretical and practical operations in skill evaluation with interview evaluation in professional title evaluation. By breaking down the barriers between the evaluation systems, it aims to cultivate composite practical talents with both professional and technical abilities.

For a long time, the training systems for professional and technical talents and skilled talents have been relatively independent, and there are obvious barriers in the evaluation of professional titles and skill level recognition. In recent years, Ningbo has made many attempts to integrate the career development of high skilled talents and professional technical talents. Since 2019, Ningbo has been testing the integration of the career development of high skilled talents and that of engineering and technical talents in the field of engineering technology. In 2021, Zhejiang Provincial Department of Human Resources and Social Security issued relevant policies to support vocational and technical integration, providing preferential evaluation for talents who have obtained professional titles or skill level certificates. Over the years, more than 2,200 people in Ningbo have achieved the dual channel career development through this model.

"The system for professional title evaluation and that for skill level recognition are self-contained, and the integration of the two types of talents is greatly restricted by evaluation standards, work performance, and other factors. The usual practice is still mostly based on initial degrees and majors," said Fang Min, Deputy Director of the Vocational Capacity Building Department of Ningbo Municipal Human Resources and Social Security Bureau. The "one evaluation, two certificates" model is not only conducive to the career development of talents, but also in line with the current large demand for composite talents of enterprises.

The attempt by the human resources and social security department has received positive responses from both talents and enterprises. Niu Jiatong, an employee of Zhejiang Canghai Construction Co., Ltd., is one of the beneficiaries of the "one evaluation, two certificates" model. She told reporters that the previously delayed promotion of professional title evaluation due to the need for professional matching has achieved a breakthrough through this new evaluation model. Zhu Danna, the office director of her company, said, "This change in the system will encourage more employees to improve their skills and professional title, and in the long run, it will lead to a comprehensive enhancement of the company's competitiveness."

"Talents are the source of urban development. In the next step, we will continue to promote the 'one evaluation, two certificates' model throughout the city, and expand the evaluation points to schools and social evaluation institutions, so that more talents may have access to the dual channel growth." said a related person in charge from Ningbo Municipal Human Resources and Social Security Bureau.
