UPDATE: Suspect Who Abused Dog, Identified and Arrested (Photo)

The Portland Police Bureau's North and Central Precinct officers, with the assistance from detectives, and tips from the community, were able to identify and locate the suspect responsible for abusing a dog back on August 2, 2024.

PPB previously released a video of the appalling attack to the public to help identify the suspect. Tips from the community came in and detectives were able to positively identify the suspect.

On August 17, 2024, North and Central Precinct officers responded to calls from the community regarding possible sightings of the suspect in this case, who the Major Crimes Unit detectives had identified as 25-year-old Isaac Booker Justham, of Portland. Based on information developed by those responding officers, and other information provided to detectives, the Major Crimes Unit responded to the Pearl District to conduct surveillance to locate Justham.

At approximately 4:30 p.m., Justham was spotted by detectives who requested assistance from Central Precinct. Those responding officers were able to take Justham into custody at Northwest 13th Avenue and Northwest Flanders Street.

After the arrest, Justham claimed to have swallowed fentanyl and was transported to a local hospital for evaluation. Justham was later released from the hospital and transported to Central Precinct to be interviewed by detectives. Justham declined to provide information regarding the dog's whereabouts when detectives asked for his help in obtaining medical treatment for the dog. After the interview, Justham was booked into the Multnomah County Detention Center on three felony counts of Aggravated Animal Abuse in the First Degree and several outstanding warrants.

The Portland Police Bureau would like to thank every who has provided information thus far and is requesting continued community assistance in locating the animal. The Portland Police Bureau is asking for the public's help in identifying and locating a man suspected of abusing a dog.

On August 2, 2024, at an apartment building in the 500 block of Northeast Holladay Street, security cameras captured a man repeatedly abusing a dog. The abuse included hitting the dog with a heavy rope and hanging the dog from a fire extinguisher so it could be repeatedly kicked.

The suspect is described as a Caucasian male, approximately 6'0" in height, and 175 pounds. He is known to congregate at businesses near the intersection of Northeast Grand Avenue and Northeast Holladay Street.

PPB is providing video of the abuse that happened in an elevator in an effort to locate the suspect. Viewer discretion is advised.
